Renovation of a library in Huntsville, Texas. Completed plans call for the renovation of a library.

The City of Huntsville (the "City") is soliciting bids from qualified firms for professional interior painting and repair services in accordance with Local Government Code Chapter 252. The City of Huntsville is aware of the time and effort you expend in preparing and submitting bids and proposals to the City. Please let us know of any solicitation requirements which are causing you difficulty in responding. We want to make the process as easy and painless as possible so that all responsible vendors can compete for the City's business. The City of Huntsville reserves the right to award to the most responsible and responsive bidder in the best interest of the City based on price and/or based on best value meeting the requirements for this service. The City reserves the right to consider items such as safety record, references, previous performance, delivery time or a criteria specific to this project which the city considers weighted. The City may award to multiple providers or to a single provider. If the awarded responder is unable to meet the requirements of the City, services/products may be purchased from the next best available responder and continue until a responder is found that can complete the requirements of the City of Huntsville. The City reserves the right to order from another vendor in which the City determines an emergency or urgent need becomes necessary. The City of Huntsville has the sole, last and final determination to determine award. The City reserves the right to reject any bids that do not meet specifications stated herein or reject all bids should this project not be approved for any reason. The City or the Contractor shall have the right to cancel at any time for any reason on thirty (30) day written notice. The City of Huntsville reserves the right to terminate this agreement if, in the opinion of the City of Huntsville, the successful vendor's performance is not acceptable, or if the deliveries and servicing of this contract do not conform to the requirements detailed herein. If through any cause, the vendor fails to fulfill its obligations, or if the vendor violates any of the agreements of this bid, the City has the right to terminate by giving the successful responder thirty (30) calendar days-written notice. During the thirty-day notification period, the City reserves the right to contact and award to other firms. The vendor will be compensated for the satisfactorily deliveries performed before the termination date. Contract may be terminated immediately should there be any illegal or unprofessional activities, alleged or otherwise, occurring or suspected of occurring. Question Deadline 02/01/2024 at 5:00 PM CT All questions concerning the solicitation should be directed to the Procurement Manager, Lucy Gonzalez at e-mail lgonzalez@huntsvilletx.gov. The awarded respondent will be asked to perform all services related to painting the interior of the Huntsville Public Library located at 1219 13th Street, Huntsville, TX 77340. The awarded respondent will be responsible the following: o Provide a timeline/timeframe for preparation, painting, retouching and final inspection of each area of the library that will be painted. Final schedule shall be approved by the City project manager. o Provide professional painters to perform all tasks relating to painting the specified locations. o Move all furniture to access the areas for painting. City of Huntsville or Library staff will be able/available to assist when/where needed in the process and will be responsible for moving small objects, i.e., plants, pictures, vases, etc o Must protect with drop clothes, tarps, etc. all areas that will not be painted to ensure no staining or dripping of paint/primer on the floor or other areas. o Must post signs warning the public of work in progress, i.e. "Wet Paint", "Area Closed", etc. o Provide all the items that are needed in each area for painting, including: o Paint, primer, paint-mixing agents, etc. Paint should be eggshell or satin type paints to minimize fingerprints in public areas. A low-odor/low-VOC paint is preferred. o Brushers, rollers, sprayers, mops, etc. o Buckets, pans and other containers. o Scrapers, sanders, sandpaper, smoothers, etc. o Drop cloths, tarps, furniture coverings, rags/towels, floor coverings, etc. o Surface preparation before painting can include filling in holes, evening out the surface, removal of electrical covers, light sanding and scraping away loose paint. o Prepare surfaces for painting by removing old paint, filling in holes, and repairing cracks. o Prime the surfaces when/where needed. o Paint a minimum of one (1) coat of paint on walls and ceilings. The number of coats will be discussed before the paining process begins. The vendor will make recommendations and the City project manager will make the final determination. o Install new cove base molding where needed - rubber or vinyl, 4" high. o Paint the trim and molding. o Perform touch-ups of missed or overlooked spots/areas. o Clean up after the job is complete: o Cleanup and removal of tape, tarps, drop cloths, etc. o Clean, strip and wax flooring. o Final inspection with the City project manager. Complete any punch list or touchup of items identified during the final inspection. o Return all furniture back to original locations. City of Huntsville or Library staff will be able/available to assist when/where needed in the process and will be responsible for moving small objects, i.e., plants, pictures, vases, etc.
