This Project is Subject to Race-conscious Measures. The Established Dbe Goal for This Project is 0.00%. Licenses: (Ga-1 or Ga-98) and (Ee-98) Funding Type: Federal-aid Listing Threshold: None Wage Rate (Federal): Nm20240036 Wage Rate (State): Type "a" (2024) An informational copy of the water report will be forwarded by mail to the New Mexico Department of Transportation (NMDOT), Right of Way Bureau, P.O. Box 1149, Attn: Miguel Nunez-Perez, Santa Fe, New Mexico 87504-1149, or by e-mail at MiguelE.Nunez-Perez@dot.nm.gov and the water vendor, if applicable. As a condition to submitting a Bid all Bidders bidding as Contractors are required to be prequalified with the NMDOT's Office of Inspector General seven (7) Days before Bid Opening per 18.27.5 NMAC. All Subcontractors are required to be prequalified before performing any Work and prior to supplying goods or services to the Project. The Bidders prequalification factor rolling average will be applied to any Project with an engineers estimate greater than $5 million. All Bidders submitting Bids valued over sixty thousand dollars ($60,000.00) shall be registered with the Department of Workforce Solutions (DWS), Labor Relations before Bidding. The Bidder's registration number shall be included on the Bid Form. If a Bidder appears on the DWS list of willful violators of the Public Works Minimum Wage Act (NMSA 13-4-14), the NMDOT shall reject the Bid and shall continue to reject Bids from that Bidder for three years after the date of publication of the list. The Bidders Bid Guaranty shall be five percent (5%) of the Bidders Total Bid Amount and shall be submitted before Bid Opening through either Surety 2000 or Tinubu Surety. Failure of the Bidder to comply with this Advertisement shall render the Bid non-responsive and the Bid shall be rejected. NMDOT - 001 - Roadway Rehabilitation, ITS - I-25 This Work consists of providing, hauling, and placing Base Course. DESCRIPTION This Work consists of the following: 1. Providing and placing surfacing Materials, including Subgrade Preparation, Base Course, Prime Coat, Tack Coat and HMA/WMA as required in accordance with the Plans; 2. Maintaining, removing, hauling, and disposing of Detour pavements in an environmentally Acceptable manner; and 3. Hauling and stockpiling salvageable Detour pavements as directed by the Project Manager. Embankment, drainage, and major Structures will conform to their applicable Sections. This Work consists of preparing a Storm Water Pollution Prevention Plan (SWPPP), constructing, inspecting, and maintaining erosion, sediment control, and storm water pollution prevention facilities for the discharge of storm water associated with construction activity. This Work includes construction phase activities through final stabilization. The Construction General Permit (CGP) is issued under the National Pollutant Discharge Elimination System (NPDES) as required by the US Clean Water Act (CWA). The SWPPP is required under the CGP. The SWPPP and Notice of Intent (NOI) are required for construction Projects with one (1) acre or more of earth disturbance or will disturb less than one (1) acre of land but are part of a common plan of development or sale that will ultimately disturb one (1) or more acres of land; or have been designated by EPA as needing permit coverage under 40 CFR 122.26(a)(1)(v) or 40 CFR 122.26(b)(15)(ii) as defined in the CGP. The Contractor shall comply with requirements of Section 603, Temporary Erosion and Sediment Control, the CGP and if performing Work along or adjacent to live streams, the Contractor shall do so in accordance with the Federal Clean Water Act (33 USC 1251 et seq.) and the regulations and requirements of other authorities with jurisdiction.
