This project scope calls for a Professional Service Contract (PSC) to complete a two-part comprehensive, professional electrical distribution study at the Secondary Complex (SC). A considerable amount of the electrical utility is generated at the Central Energy Center (CEC) by two cogeneration units and distributed throughout the complex via a tunnel system to the buildings. A few of the buildings are considered stand alone and are connect directly to Consumers Energy (CE). The first part of the study will document the existing electrical distribution from the Control Energy Center (CEC) and the total electrical capacity remaining at the CEC. The second part of the study will involve working with the local utility company to determine their capabilities to provide the necessary electrical distribution for further development at the SC. The State of Michigan is currently constructing a Michigan State Police (MSP) shooting range facility that will be connected directly to CE at the Northeast corner of the SC. There are several new facilities being proposed to be built and some existing facilities are slated for expansion. They include, but are not limited to, an MSP simulated city, a new multi-agency laboratory, an MSP armory, MSP Hazmat facility, and an MSP Track House. The State of Michigan reached out to CE asking them if they would provide electrical utilities to the new MSP SIM City. The method of Contractor Selection has not been Determined at this time.
