The City will select one qualified consulting firm to provide Civil Engineering Services related to two federal or state funded projects, The consultant shall provide civil engineering, master project planning, and grant administration to follow the City Standards along with all pertinent State, Federal and City rules and regulations. This solicitation is for the following two municipal infrastructure projects. The consultant will be required to provide Civil Engineering services so the city is compliant with the requirements for each of the project's funding award guildlines. Project 1: SR-99 GATEWAY TO DOWNTOWN REVITALIZATION: The City has received funding for the beautification of 2nd St. from SR 99 to Front St. Consultant will be required to provide engineering services to ensure successful completion of the following scope of work as outlined in the funding guidelines and as shown in the attached preliminary exhibit: "This Project will include elements such as thematic crosswalks, which will increase the visibility of the crosswalk and the pedestrians using the crosswalk. By incorporating a grape-themed thematic crosswalk, Selma can celebrate our agricultural roots as being the raisin capital of the world and create a sense of community space. These thematic crosswalks can draw the attention of drivers and pedestrians, making them more likely to notice and use the crossing. Additionally, thematic crosswalks will be designed to create a visual extension of the sidewalk, which can encourage pedestrians to stay within the marked crossing area and not wander into the street. In general, the design of the crosswalk will also be used to communicate a message or theme that encourages safe behavior, such as using images or words that remind drivers to slow down or be cautious around pedestrians. Finally, the use of thematic crosswalks will help create a sense of place and identity in a neighborhood, which will encourage people to slow down and pay more attention to their surroundings. Most of the improvements will take place within city right-of-way limits, the benefits of the project will be visible and accessible to all residents and visitors, free of charge. The transformation of this car-centric corridor will foster a more walkable environment, featuring attractive streetscape elements such as low water-use native landscaping, vibrant public art integrated into pedestrian facilities, and safer, more accessible street crossings and sidewalks. A small part of the project includes improvements being made within the Caltrans R/W, the city has met with the Caltrans District 6 Encroachment Permit Department and has made modifications to the plans based on the feasibility of a fast-paced project. The only improvements being made in Caltrans R/W are the xeriscape elements and a part of the sidewalk improvements. " Project 2: SELMA BRANCH CANAL PARKWAY PROJECT: The City has received funding for the construction of approximately .6 miles of class I bicycle and pedestrian parkway with lighting, landscaping, shade trees, and constructing high-visibility crosswalk with bulb-outs. Consultant will be required to provide engineering services to ensure successful completion of the following scope of work as outlined in the grant application and as shown in the attached preliminary exhibit: "The Selma Branch Canal Parkway Project proposes to convert the Selma Branch, an open-channel irrigation facility, owned by Consolidated Irrigation District (CID) into a multi-use and multi-generational recreational trail in one of the city's most disadvantaged communities. An approximately 3,000-foot length of the Selma Branch ditch will be undergrounded and a new Class I bicycle and pedestrian trail with drought-conscious landscaping and trees will be installed. The trail will provide all future users with amenities such as benches, drinking water fountains, trash receptacles, and lighting. This project will be the first phase of transforming the entire length of the Selma Branch, which crosses the City of Selma. Once fully built, the city will boast three miles of Class I bicycle and pedestrian trail along the Selma Branch alignment. CID is willing and ready to grant the easement needed to build and operate this facility. This will be a transformative project for a severely disadvantaged community at the cusp of initiating its transition into a more attractive, safe, and convenient community for pedestrians, bicyclists, and non-motorized users. This first phase will provide a safe and convenient connection for the surrounding residents to travel to and from Salazar Park and the Salazar Community Center. It will also facilitate non-motorized travel for residents of all ages between the new Thompson Park and the existing Salazar Park. The scope will consist of performing the environmental clearance, preliminary engineering, right-of-way clearance, and physical construction of the bikeway. This segment of the Selma Branch will transform an unsafe, blighted, and underutilized space into a point of pride for the community and will be a catalyst for a paradigm shift within the community about the immense potential and need for ongoing public investment in underserved communities like the City of Selma." The services are to be rendered for the duration of the contract term. The City will execute one (1) contract for Services for two (2) Federal or State funded projects. The Civil Engineering Services will be funded with Local, State, and Federal dollars requiring the Consultant to follow all pertinent local, State, and Federal laws and regulations. The DBE goal for this project is 16%. The proposals submitted in response to this RFP will be used as a basis for selecting the Consultant for this project. The Consultant's proposal will be evaluated and ranked according to the criteria provided in Appendix B, "Evaluation Criteria," of this RFP. Addenda to this RFP, if issued, will be sent to all prospective Consultants the City of Selma has specifically e-mailed a copy of the RFP to and will be posted electronically. It shall be the Consultant's responsibility to check the City of Selma's website to obtain any addenda that may be issued. The Consultant's attention is directed to Appendix A, "Proposal Requirements." Proposals received after the time and date specified above will be considered nonresponsive and will be returned to the Consultant. Any proposals received prior to the time and date specified above may be withdrawn or modified by written request of the Consultant. Unsigned proposals or proposals signed by an individual not authorized to bind the prospective Consultant will be considered nonresponsive and rejected. This RFP does not commit the City of Selma to award a contract, to pay any costs incurred in the preparation of a proposal for this request, or to procure or contract for services. The City of Selma reserves the right to accept or reject any or all proposals received as a result of this request, to negotiate with any qualified Consultant, or to modify or cancel in part or in its entirety the RFP if it is in the best interests of the City of Selma to do so. Furthermore, a contract award may not be made based solely on price. The prospective Consultant is advised that should this RFP result in recommendation for award of a contract, the contract will not be in force until it is approved and fully executed by the City of Selma. All products used or developed in the execution of any contract resulting from this RFP will remain in the public domain at the completion of the contract. The anticipated consultant selection schedule is as follows: Proposal review and evaluation: 02/07/24-02/12/24 Cost Negotiation with first ranked consultant: 02/12/24-02/12/24 Contract Award and Notice to Proceed: 02/20/24 Any questions related to this RFP shall be submitted in writing to the attention of City of Selma via email at TiffanyF@cityofselma.com. Questions shall be submitted before 10:00 AM on 02/02/24. No oral question or inquiry about this RFP/RFQ shall be accepted. The City of Selma will only consider submittals from Consultants that demonstrate they have successfully completed comparable projects. These projects must illustrate the quality, type, and past performance of the project team. Submittals shall include a detailed description of a minimum of three (3) projects within the past five (5) years which include the following information: 1. Contracting agency 2. Contracting agency Project Manager 3. Contracting agency contact information 4. Contract amount 5. Funding source 6. Date of contract 7. Date of completion 8.
