Renovation of a civil project in Springville, Utah. Completed plans call for the renovation of a water / sewer project.

Replace current UPS system and cabinets. Existing generator - equip with a dual battery and best battery selector. The purpose of this IFB is to enter into a contract with the lowest responsive and responsible bidder to provide: replacing two old UPS units and battery cabinets and equipping exiting generator with a dual battery and best battery selector. This contract will result in one Purchase Order contract award to the lowest cost responsive and responsible bidder. The Springville hatchery has a water treatment plant that is protecting the fish at the hatchery from whirling disease, a prohibited pathogen in Utah. The water treatment requires all the water to run through UV sterilization, and this process cannot be interrupted without costly results. To safeguard against loss of utility power, a generator and UPS (uninterruptible power supply) are needed. The generator is designed to supply power over a long term, of minutes, hours, or days, if needed. The UPS provides a seamless bridge of power whenever utility power is lost, and prior to the generator being started and brought up to speed. The current system has two UPS units. One has melted down and the other is due for replacement. Scope of Work: Remove the two old UPS units and battery cabinets. Install a wraparound maintenance bypass if one is not already there or built into the new UPS. Install a new UPS that fits the below description. Install the alarm to the existing dial out phone line. This work will need to be done in a manner that minimizes risk to our fish. If the utility power needs to be out, we will need to run the generator and provide a bypass to the UV system. The UPS should include modular N+1 redundant power and battery modules, with at least 6 minutes of battery backup run time at full load. The generator should also be equipped with dual, redundant starter batteries and an automatic best battery selector. The UPS unit needs to be: 100 - 140 kVA Modular power and battery backup Redundant N+1 power and battery modules for 6 minutes at full load rating 480 VAC in, 480 VAC out, 3 phase Non-proprietary software 3rd party serviceable Batteries and components must be readily available. Factory field service must be available for on-site startup and certification. Due to the failure of the existing UPS, we are already in a time crunch. The product should not have a lead time greater than 8 weeks and installation needs to be done within two weeks after delivery. Expectations may be made if the timing will reduce the risk of losing fish during installation. Question Deadline 01/26/2024 at 2:00 PM MT Installation must be done by a certified electrician, familiar with the installation of UPSs and mission critical bypass switches. Parts and maintenance must be easily obtainable. If it is deemed that future maintenance of the product will be difficult or expensive to obtain the unit should not be selected.
