Beaverhead County Water & Sewer District-Wisdom Wastewater System Electrical Control Rehab Do not contact the District regarding this RFP. WWC Engineering (406) 443-3962 shigley@wwcengineering.com The Beaverhead County Water & Sewer District - Town of Wisdom (District) is located in southwest Montana along the Big Hole River in Beaverhead County, Montana. The proposed project includes the replacement and repair of electrical controls and components at the primary lift station building and the lagoon pivot control building. Electrical upgrades within the primary lift station include replacement of the control panel for the pumps, replacement of the dialer panel, and installation of lockouts for safety within the electric control room on the ground floor of the lift station building. Electrical upgrades within the basement of the lift station building include rewiring of a new flowmeter (to be installed at a future date), replacement of the exhaust motor wiring, sealing and/or replacement of the electrical conduits that are unsealed, clean up/rewiring of unorganized wiring from the lift station pumps, replacement of the existing basement sump extension cord with proper wiring, and address additional safety hazards within the lift station building electrical system. Electrical upgrades at the lagoon pivot control building include replacement or upgrade of the existing manual pivot panel to provide programmable control for automatic operation. The Contractor will supply and install the new electrical components for the project that must be compatible with the existing electrical components. The Contractor shall ensure that all aspects and components associated with this project are compatible with the existing District wastewater control system. The Contractor’s scope of work for this project shall include the following components: Lift Station Building East Side of the Lift Station Building, Ground Floor, Used for Storage and Pump Access • There is only one light within this part of the building that is partially blocked by the hoist frame. The contractor will provide one additional light fixture within this portion of the building. Electric Control Room, Ground Floor, Center of the Lift Station Building • The control panel for the pumps is old and deteriorating. The contractor will replace the existing control panel with a modern control panel that is compatible with the existing pumps. • The dialer panel does is old and not working properly. The Contractor will replace the dialer panel with a modern dialer system that is compatible with the existing system. • No lockouts for the breakers exist in the electrical room. The Contractor will provide the lockouts on all breaker panels for safety. Basement, Access from the West side of the Lift Station building via interior stairs • The Contractor will provide wiring to a new flowmeter that will be installed by others as part of a future project. The procurement and installation of the flowmeter is not included as part of this project. • The exhaust motor wiring is shorted out and not working. The Contractor will provide the materials, labor, and installation required for rewiring the exhaust motor system. • Electrical conduits from the electric control room throughout the lift station are not sealed which creates a safety hazard. The Contractor will evaluate all existing electrical conduits and either seal the existing conduit ends or run new conduit to provide a watertight connection. • Electrical wires from the lift station pumps are scattered and spread out over the ground floor of the basement which creates a safety hazard. The Contractor will provide the materials, labor, and installation required to adequately address the pump wiring. The Contractor will supply and install the new electrical components for the project that must be compatible with the existing electrical components. The Contractor shall ensure that all aspects and components associated with this project are compatible with the existing District wastewater control system. The Contractor will evaluate all existing electrical conduits and either seal the existing conduit ends or run new conduit to provide a water tight connection. • Electrical wires from the lift station pumps are scattered and spread out over the ground floor of the basement which creates a safety hazard. The Contractor will provide the materials, labor, and installation required to adequately address the pump wiring. • The existing basement sump pump is attached to an extension cord that is plugged in to an electrical outlet in the above electric control room which creates a safety hazard.. The Contractor will provide the materials, labor, and installation required to wire the sump pump properly. • The entire electrical system needs to be inspected by a licensed electrician. There are multiple deficiencies that pose a safety hazard that need to be addressed throughout the lift station. The Contractor will provide an assessment of the entire electrical system and provide mitigation of the identified deficiencies. Lagoon Pivot Control Building • The Irrigation Control Panel is manual and does not allow for automated operation and control. The location is remote and difficult to access during muddy conditions. The Contractor will provide the materials, labor, and installation required for replacement of the existing panel with a programmable control panel to facilitate automated operation and control. Project Warranty and Performance: The Contractor shall provide a minimum 1-year full warranty on all work as well as all supplied and installed components and equipment. After completion of construction and written acceptance of the project, the initial year of the warranty period will commence. The proposed project includes the replacement of electrical components at two (2) separate project locations. The first site is the primary Lift Station Building (45.618725° N, -113.451770° W), and the second site involves the Lagoon Pivot Control Building (45.623430°N, -113.427680° W). These two sites are shown on attached Exhibit 1. The District operates a primary lift station at the northern edge of Wisdom. The lift station was installed as part of the original wastewater system and later replaced in the mid 2000’s when the new treatment lagoons and land application system were constructed. The lift station has aged and there are now multiple issues that must be repaired or replaced. In particular, the control panel for pump operation is old, deteriorating, and must be modernized. The first task is to replace the antiquated panel with a modern panel and dialer for improved communication/remote control operation and system monitoring. Lift station improvements include correcting electrical issues and an inspection by a licensed electrician. Electrical safety improvements needed include adding lock-out breakers, replacing wiring on the exhaust motor to repair a short, sealing exposed wires within the lift station, and isolating pump wires away from workers on the facility floor. Further, wiring will need to be run to the new flowmeter. The facultative lagoons were constructed in the mid 2000’s. The two lagoons are lined and functioning as designed for wastewater pumped to the Lagoon Pivot Control Building for treatment and land application. The control building currently employs a manual control system. The lagoons can be operated manually, but access to the site is difficult during wet and melting snow conditions. The Lagoon Pivot Control Building requires an automated control system so the system can be operated manually or programmed to operate at certain times regardless of access difficulty to improve management of the system. The project existing conditions are documented in the system’s 2005 electrical drawings prepared by Robert Peccia & Associates. These plans include electrical site plans for both the irrigation pump station and lift station, lift station main floor electrical plan, lift station basement electrical plan, irrigation pumping station electrical plan, and control logic for the irrigation pump, center pivot, and lift station.
