The Contractor must also provide shipping, assembly, documentation, and onsite orientation training, as stated in this specification. SCOPE The following specification pertains to the purchase of one fully functional fuel dock system for delivery and offloading to Dworshak Dam and Reservoir (Dworshak Project), Ahsahka, Idaho. The Contractor must also provide shipping, assembly, documentation, and onsite orientation training, as stated in this specification. 2.0 DAM FACE FUEL DOCK- GENERAL REQUIREMENTS o The Fuel Dock shall be equipped with the attachments listed herein. Any items not identified in this specification that are required for operation of all attachments shall be provided by the Contractor as part of their bid. o The Fuel Dock shall be fully capable, equipped as described in Section 3.0 below, and ready for all intended uses upon delivery and assembly. o The Fuel Dock shall not be modified to meet the functional and performance requirements of this specification, other than the addition of optional items. o Options and attachments shall be covered by a minimum one-year warranty on all parts, labor, and workmanship from factory defects. All warranty work will be done without delivery or shipment fees (including travel or on-site work). o The fuel dock system shall be constructed of all new parts. No used or returned components will be accepted. o The Fuel Dock shall be designed for the capability to safely tow to shore for refueling. The dock shall be designed in a manner to eliminate the chance of capsizing when fully loaded and being towed at low speeds. (<5mph) o The Fuel Dock shall be fully engineered by a Licensed Professional Engineer and include stamped drawings. o All components of the fuel dock system shall be outdoor rated or appropriately protected the elements. 3.0 DAM FACE FUEL DOCK SYSTEM (CLIN 01) The critical defining elements for the Fuel Dock System include: 3.1 Fuel Tank o The Fuel Dock shall have one (1) 2400-gallon tank with a compartmentalized capacity of 800 gallons of diesel and 1600 gallons of gasoline. If multiple compartments are necessary to achieve the aggregate fuel capacities, compartment designed for the same fuel type must be internally linked. o The fuel tanks shall be heavily baffled to prevent excessive fluid movement while being towed or under heavy wave action events (24-36in). o The fuel tank shall be double walled meeting the UL142 requirements and sealed from the elements. o The fuel tank shall be constructed of corrosion resistant material or adequately coated to provide a maintenance free lifespan and prevent corrosion. o The fuel tank shall have a means of inspecting the interstitial space in the case fuel leaks from the primary tank compartments. o All penetrations into the fuel tank shall be from the top side of the tank to prevent fuel discharge if one of the hard lined connections is damaged. 3.2 Floatation System o The flotation system shall be constructed of two (2) single pre-cast concrete float sections or constructed of a corrosion resistant non-ferrous alloy that when combined create no larger than a 22ft x 30ft concrete platform surface. The concrete float sections shall contain matching cast alignment keys if used. o The Fuel Dock shall have 4in x 8in Ultra-High Molecular Weight Polyethylene (UHMW) or equivalent rub rails encompassing the entire platform perimeter. o The Fuel Dock shall have 4in x 8in UHMW or equivalent rub rails orientated vertically on all four corners of the dock and spaced equally along all sides of the dock at intervals no greater than 8ft. o The Fuel Dock shall have 4in x 8in UHMW or equivalent landing rails spaced equally along the bottom of the assembly at intervals no greater than 10ft. o The Fuel Dock shall have a galvanized steel towing eye located at each corner. Each towing eye shall be capable of supporting the entirety of force generated during low towing speeds(<5mph). o The fuel dock shall have a minimum of twelve (12) heavy duty galvanized steel cleats. These cleats shall be equally spaced with a quantity of three (3) down each side of the dock and placed in a typical manner as to not pose a tripping hazard. These cleats shall be appropriately sized to accept a 1in diameter rope. o All hardware used for assembly shall be galvanized with a minimum tensile strength of 120,000 PSI. o The flotation system shall be designed to occasionally run aground during refueling operations. The dock will be refueled by towing to a marina and refueling at a boat ramp. This may lead to the fuel dock system being unintentionally run aground while approaching the boat ramp. o The fuel dock shall have a weatherproof enclosure to contain the generator. The fuel dock shall have adequate means of firmly attaching the generator. The enclosure shall at a minimum have a roof and enclose the generator on three sides while still maintaining access to the generator controls. A vent for the generator exhaust is permissible. o The fuel dock shall have between 16in and 24in of loaded freeboard and a maximum of 54in of loaded draft. o The fuel dock shall be equipped with an easily removable ladder to allow access back onto the fuel dock if any personnel were to fall into the water. The ladder shall be able to be removed from the walking surface. Please see the attached layout drawing for location.
