Renovation of a municipal facility in Blacksburg, Virginia. Completed plans call for the renovation of a municipal facility.

The facility is intended to be fully renovated with a certified of occupancy by June 26, 2026. The Town of Blacksburg (the "Town") desires to contract with an experienced and qualified architect/engineer (A/E) and general contractor (GC) team for the design and construction of a retail cooperative and incubator located at 414 North Main Street. The Town must complete building renovations by the end of 2026 as part of the American Rescue Plan Act (ARPA) funding requirements, which is the source that is being utilized to fund the renovations. The Town requests that submittals be limited to 50 pages (25 pages front/back) and consist only of material which can be recycled. Questions pertaining to the project or the selection process shall be directed to Angie Frazier, Purchasing Manager, by email at afrazier@blacicsburg.gov by 5:00pm on February 2, 2024. Answers to questions and any changes to this RFQ shall be in the form of an addendum issued by the Purchasing Administration Office on February 6, 2024. E. The Town reserves the right to reject any or all submittals, to waive informalities and to be the sole judge of the merits of the submittals. F. The design-build services shall be performed as a single contract with one entity identified as the design-build team. Services will include all necessary activities to design and construct the project. G. The design-build team will be selected using a two-step procurement method. This RFQ comprises step 1 during which respondents will submit statements of qualifications for the project and the Town will short list respondents based on evaluation criteria in this RFQ. Only those respondents short listed will receive the Request for Proposal (RFP) to be issued by the Town. At least 30 days prior to the deadline set for submission of proposals in response to the RFP, the Town shall notify in writing each design-build team whether that team has been prequalified. In the event a team is denied prequalification, the written notification shall state the reason(s) for the denial and the factual basis for the denial. A team may only be denied prequalification upon the grounds specified in Code of Virginia 2.2-4317. It is the intent of the Town to evaluate proposals received based on evaluation criteria in the RFP, make a best value selection and enter into a design-build agreement. H. In submitting a statement of qualifications, the design-build team certifies that they are not currently debarred from doing business with or in Virginia, nor are they an agent of any person or entity that is currently debarred from doing business with or in Virginia.
