Site work and paving for a mixed-use development in Los Angeles, California. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; water / sewer project; and playground / park / athletic field.

DESCRIPTION OF WORK: The work to be done consists of new paving and planting on an approximately one acre site to create a park. Installation of a new concrete traffic garden bike loops with different traffic signs. Installation of decomposed granite pathway along the eastern edge of the site. A rock bio swale with planting will be constructed to manage all the onsite storm water. There will be two concrete plazas with pole lighting, concrete bench seating, bike racks, trash receptacles, dog waste bag dispensers, hydration stations and new trees. New metal fencing will be installed along the entire western edge of the site with two sets of gates at two different entrances. The project also includes new backflow devices, new electrical pedestal service and protection of existing utilities on site. There is installation of vehicular gates with an access pad for the existing on site monitoring well. Installation of multiple wood play structures on rubberized play surfacing, outdoor exercise equipment on decomposed granite, wood/metal benches and bollard pedestrian lights. Planting throughout the park with drip irrigation. The project also includes conduit for future cameras, site lighting, and all necessary cleaning and trash removal throughout construction, implementing temporary construction BMPs, and all necessary incidental work required to perform all operations in connection with the Work as shown on the Plans and Specifications. Bids are required for the entire Work except for the shrubs on LP.02.1, LP.03.1, LP.04.1, LP.05.1, which will be purchased installed by others. HUD SECTION 3: Bidders are advised that this work is subject to requirements of Section 3 of the Housing and Urban Development (HUD) Act of 1968 [24 CFR Part 135]. See Instructions to Bidders for further information. FEDERAL DAVIS BACON REQUIREMENTS: This federal-aid Work is subject to the requirements of the Davis Bacon Act. The contractor to whom the contract is awarded must comply with the Federal Wage Decision contained in Division E of the Specifications and all record keeping requirements of the Davis Bacon Act. CONTRACTOR'S LICENSE: The Contractor shall possess a valid California Class A Contractor license at the time of contract award. The City may deem any Bidder who fails to possess the required license to be non-responsive. MINIMUM QUALIFICATIONS: Please note that for this work, minimum qualifications Apply. Information concerning these requirements can be found in Division C of the specifications. BID SECURITY: Bidders must scan and upload with their bid documents, a certified check or bank draft payable to the City of Long Beach, drawn on a solvent bank in the United States of America, or a satisfactory bond in an amount not less than 10 percent of the bid. The original of the above instrument shall be submitted to the City Clerk in a sealed envelope and must be received and time/date stamped by the City Clerk s Office no later than the time and date stated for receipt of bids. The outside of the envelope shall clearly state Bid Security for Specification R-7225, 51 st Street Greenbelt Project. DO NOT OPEN WITH REGULAR MAIL. The City Clerk s Office is located at 411 W. Ocean Blvd, 1 st Floor, Long Beach, CA 90802. The bid security may be submitted through certified mail or in-person. Bidders may proceed directly to Window 12 without pulling a service ticket. The bid security shall serve as a guarantee that the Bidder, if awarded the Contract, will execute, and deliver to the City, no later than 15 calendar days after the date shown on the Notice of Award, the following items: 1. The Contract for doing the work, and 2. A corporate surety bond in favor of the City of Long Beach in an amount not less than 100 percent of the Contract price for the faithful performance of the Contract, and 3. A corporate surety bond in an amount not less than 100 percent of the Contract price for the payment of all labor and material claims, and 4. Evidence of required insurance coverage as written in Division H of the Bid Specifications. In all bid specifications, contracts and subcontracts for any such Public Work, Developer shall obtain the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work in this locality for each craft, classification or type of worker needed to perform the Public Work, and shall include such rates in the bid specifications, contract or subcontract. Such bid specifications, contract or subcontract must contain the following provision: It shall be mandatory for the contractor to pay not less than the said prevailing rate of wages to all workers employed by the contractor in the execution of this contract.
