Site work and paving for a road / highway in Heidelberg, Pennsylvania. Completed plans call for site work for a road / highway; and for paving for a road / highway.

Contract No. 2 - Pavement preservation treatments, including bituminous surface treatments and ultra-thin bonded wearing course. A bid bond by acceptable surety or a certified check made payable to Heidelberg Township in the amount of 5% of the maximum bid must be provided by each bidder with their bid. The successful bidder, when awarded a contract, shall furnish Performance and Payment Bonds (with suitable surety), as specified in the Contract. Notice is hereby given to bidders that the Contracts are not subject to the provisions of the Pennsylvania Prevailing Wage Act approved August 15, 1961 (Act No. 442, P.L. 987), as amended. All proposals must be submitted online via Online and include documents outlined within the specifications. Heidelberg Township reserves the right to accept any bid or reject any or all bids. The length of the Contract will be from June 17, 2024, to September 6, 2024. Locations- Oakwood Drive (T-409): Beginning at southern cul-de-sac and extending approximately 750' north to the ending point of the northern cul-de-sac. 3,342 SY of bituminous surface treatment. Crack seal as directed. Liberty Road (T-419): Beginning at intersection with Ore Field Road (T-375) to intersection with Shellborne Lane (T-420). Approximately 925' x variable width; approximately 3,450 S.Y. of bituminous fiber reinforced seal coat and ultra-thin bonded wearing course. Crack seal as directed. Shellborne Lane (T-420): Beginning at intersection with Yingling Drive (T-374) to end of culde-sac, approximately 730' x variable width. 2,930 S.Y. of bituminous fiber reinforced seal coat and ultra-thin bonded wearing course. Crack seal as directed. DESCRIPTION OF WORK: Contractor shall be responsible for temporary traffic control in accordance with PennDOTPublication 213. The cost thereof shall be incorporated into each Bid Item, as required. No separate payment will be made. The roads may be closed during construction, but local traffic must be accommodated at all times. Advance road closure postings and door hangers shall be placed at least five (5) calendar days in advance with anticipated construction dates. Bid Item No. 1: Bituminous Surface Treatment - Furnish equipment, labor, and materials to construct Bituminous Surface Treatment (double application) in accordance with PennDOT Publication 408, Section 480. Bituminous material shall be CRS-2PM and AASHTO No. 8 aggregate shall be utilized for both applications. Bituminous material and coarse aggregate application rates shall be as determined by the Contractor's mix design. Mix design shall be in accordance with PennDOT Bulletin 27 Appendix E and shall be submitted to the Engineer for review at least one (1) week prior to the start of construction. Prior to providing a mix design the Contractor shall perform a site visit and acknowledge that they agree with the surface condition ratings provided herein. A minimum aggregate SRL-L designation shall be met for all roadways proposed to receive this treatment. Contractor shall be responsible for covering and protecting all existing valves, manholes, sidewalks, and curbs from overspray. All loose stones shall be swept from the street surface within seven (7) days after completion of bituminous surface treatment. Contractor must utilize a mechanical street sweeper capable of collecting the aggregate from the street surface. Sweeping the aggregate off the edge of the roadway will not be acceptable. The contract amount for this bid item is 3,342 square yards. Payment for an amount higher than the contracted amount will not be made without prior written authorization from the Township. Bid Item No. 2: Bituminous Fiber Reinforced Seal Coat, SRL-L - Furnish, place, and compact bituminous fiber reinforced seal coat in accordance with PennDOT Publication 447, Section MS-0350-0018, a copy of which is attached hereto. Aggregate shall have a minimum SRL-L Designation. Bid Item No. 3: Ultra-Thin Bonded Wearing Course - Furnish, Place, and Compact UltraThin Bonded Wearing Course in accordance with PennDOT Publication 408, Section 489. Mix shall be Type SRL-G. All mobilization, milling notches (driveways and intersections), joint sealing, and cleanup work shall be considered incidental. Bid Item No. 4: Crack Seal - Remove vegetation and all organic materials from existing cracks and seal.
