Renovation of a mixed-use development in Durham, North Carolina. Conceptual plans call for the renovation of a medical facility.

Project No. 558-24-160 Project Title: A/E Replace Domestic/Chilled Water and Steam Piping Durham VA Health Care System 508 Fulton Street, Durham, North Carolina 27705 The NAICS Code for this procurement is 541310, Architect and Engineering - Construction: Maintenance Buildings, and the applicable Small Business Size Standard is $12.5 million annual revenue. The projected award date for the anticipated A-E contract is on or about June 18th, 2024. The NAICS code for the anticipated Construction project is projected to be 237110 and magnitude of construction is predicted to be between $500,000 and $1,000,000. The anticipated award date of the construction phase of the project is to be determined (TBD). An Architect & Engineer (A-E) contract will be negotiated for the development of complete construction documents which include working drawings, specifications, reports, and construction period services. The A-E will be given written information; participate in project planning meetings, pre-proposal meeting, and pre-construction meeting as required; communicate with VA personnel via telephone or e-mail; and is expected to coordinate so that the final documents include all requirements in accordance with industry standard practices, VA standards, VA design manuals, and review comments. Design shall comply with VA guidelines and specifications. Design manuals and specifications can be found at http://www.cfm.va.gov/TIL/. Design shall also meet all applicable codes and standards. Proposed work is located at the Durham VA Medical Center; Bldgs. 1 and 23. The Architectural and Engineering (A/E) consultant shall provide all necessary A/E services to prepare complete contract drawings, specifications, technical reports, cost estimates, construction schedule plan (E.g., Gantt Chart), site visits and technical construction to replace all domestic water lines, chilled water lines, and steam piping in building 1 and building 23 at the Durham Veterans Affairs Health Care System (DVAHCS). In the basement of Building 1, all horizontal domestic water, chilled water, and steam lines were supposedly replaced almost ten years ago. However, the piping replacement project did not include replacing and installing risers in Building 1 and Building 23. Existing piping needs to be replaced since it has several problems (such as corrosion, leaks, and a lack of valves to manage outages) that will only worsen if they are not fixed. The medical center was constructed in the early 1950s. Its site layout and satellite image have been provided in Appendices E and F for reference. To address the concerns above, the scope of work will include, but not be restricted to, the architectural, civil, plumbing, mechanical, electrical, project management, and other relevant specialties necessary to fulfill the proposed project's objectives and scope, as outlined in the following section. The systems designed are expected to meet their primary intent of providing a sanitary, safe, reliable, and sustainable facility to the VA facility's wide range of occupants, including patients, personnel, volunteers, and visitors. All questions shall be submitted to Jonathan.Lamb@va.gov no later than 5:00 P.M. Eastern Daylight Time on February 4, 2024. Total time to accomplish Schematics, DDs, and CDs through final reproduced bid documents shall be 365 calendar days from the issuance of the Notice to Proceed corresponding to the Design Kick-off meeting. Each submission will require a maximum of 21 calendar days for VA review, depending upon the A/E responsiveness to previous VA comments and A/E quality control.
