It is the proposer's sole responsibility to ensure that their proposal is submitted prior to the date and time specified. Late proposals shall not be accepted. Email attachments must not exceed 25MB total; you will receive a confirmation email from bidsubmit@portlandmaine.gov if your submission is successful. Proposals shall remain open to acceptance for ninety (90) days from their opening. Proposals include the City provided proposal form(s), being signed with the firm's name, and bearing the handwritten signature of an officer or authorized individual having the authority to bind the company to a contract by his/her signature. Questions must be submitted in writing to the Purchasing Office and be received no later than NOON five days prior to the RFP due date; Wednesday, February 14, 2024 - these may be mailed, or e-mailed to slchapin@portlandmaine.gov. The Purchasing Office will be the only office issuing any changes to this Invitation. All changes, addenda, will be in writing and will be sent only to those firms on file in Purchasing as having received this document. The City shall not be responsible for any oral interpretation given by City personnel or others. Proposals from vendors not registered with the Purchasing Office may be rejected; receipt of this document directly from the City of Portland indicates registration. Should a vendor receive this Request from a source other than the City, please contact 207-874-8654 to ensure that your company is listed as a vendor for this RFP. RESERVATION OF RIGHTS The City reserves the right to request clarification of and/or solicit additional information of any proposer, to have proposer(s) make presentations to the Selection committee; and/or to negotiate with any proposer regarding any terms of their proposal, including but not limited to the cost and/or scope of services, with the intent to achieve the best proposal that shall result in a contract that is deemed by the City to be in its best interest. Any such obligation will use the selected proposal as a basis to reach a final agreement, if possible. The contracted firm shall not assign this contract to another without the written permission of the City. Pursuant to Portland City Code, the City reserves the right to cancel any contract immediately for cause, or for convenience on thirty days prior written notice to the contracted firm. Proposers shall ensure that all information required herein be submitted with the proposal. Provision of inaccurate information or failure to provide all information required may be sufficient cause for rejection of the proposal or rescission of an award. By submitting a proposal, the proposer agrees and assures that the specifications are adequate, and the proposer accepts the terms and conditions herein. Any exceptions shall be noted in the proposal. The City reserves the right to reject any or all proposals based on exceptions presented to the RFP, without obligation to communicate or negotiate with the proposer. SCOPE OF WORK The consultant firm will provide resident inspection services on the Western Prom Storm Drain Improvements Project, as defined below. The Work will be performed in accordance with standard references that include, but are not limited to, the City of Portland Technical Manual, and the City's How to Plan, Document and Implement Pedestrian Mobility in And Around Work Zones document. Work to include: I. Inspection Services for the Western Promenade Storm Drainage Improvements Project i. General Project Scope: 1. The work includes the installation of approximately 2,000 linear feet of new gravity storm drain pipe, installation of precast catch basins and drain manholes, low-impact development (LID) green infrastructure, pedestrian ADA ramp reconstruction, partial road reconstruction on Western Promenade, mill and overlay on Vaughan Street and Danforth Street, and associated construction for street trench repair, traffic control during construction and other Incidental work including; support of existing underground utilities including water, natural gas, electrical and telecommunications utilities during excavations. 2. The work also includes (under separate contract with the Portland Water District, and under separate inspection provided by the Portland Water District) water main replacement including 900 linear feet of water main and associated construction as indicated on the plans and specifications including maintenance of temporary water service during construction; Relocation /reconnection of existing water service laterals which may conflict with work. ii. Construction contract value: $1,518,477.50 iii. Anticipated construction schedule: Late Spring 2024 - October 31, 2024. Assume that construction will last for 30 weeks and will be 50 hours per week. iv. Contract status: Two-party agreement dated January 2, 2024.
