The Work generally consists of roadway, parking, and sidewalk construction and associated, grading, granular subbase, storm sewer, subdrain, Portland Cement Concrete paving, curb and gutter, pavement markings, lighting, signage, traffic control, fertilizing, and mulching at the Eastern Iowa Airport in Cedar Rapids, Iowa. TEAM Project No. 1-5329 Late Start Date: April 1, 2024; Phase 1: Complete within 90 Calendar Days; Phase 1A: Complete within 35 Calendar Days, Complete concurrently with Phase 1; Phase 1B: Complete within 18 Calendar Days, Commence following Phase 1 Completion; Phase 2: Commence following Phase 1B Completion, Complete within 90 Calendar Days; Phase 2A and Phase 2B: Complete concurrently with Phase 2; Pavement Re-marking: Complete within 10 Calendar Days, Complete concurrently with Phase 1 and/or Phase 2; Phase 3, Bid Alternate 1: If selected, complete concurrently with Phase 1 and/or Phase 2; Final Completion: 45 Calendar Days following Substantial Completion date. The Owner is required to use positive efforts (no project goal assigned) to solicit Bids from and to utilize Targeted Small Business (TSB) Enterprises as Contractors and ensure that the Bidders make positive efforts to utilize these enterprises as subcontractors, suppliers, or participants in the work covered by this contract. A copy of the "TSB Affirmative Action Responsibilities on Non-Federal Aid Projects (Third-Party State-Assisted Projects)" explanation form and a "Targeted Small Business (TSB) Pre-Bid Contact Information" form are all attached for reference. All project work shall be substantially completed within the stated timeframe. This project is subject to liquidated damages as prescribed within the project manual. The successful bidder will be required to submit a Certification of Non-segregated Facilities and to notify prospective subcontractors of the requirement for such certification where the subcontract exceeds $10,000.00. Bid security in the amount of Five percent of the Bid must accompany each Bid in accordance with the Instructions to Bidders. The successful bidder shall be required to provide Performance and Payment Bonds, each in the amount of 100 percent of the Contract Price. Bid security and other bonds shall be provided on forms furnished by the Owner. The Cedar Rapids Airport Commission reserves the right to reject any and all bids, in whole or in part, with or without cause; to waive any informalities and technicalities; to enter such contracts as it deems in the best interest of the Cedar Rapids Airport Commission; and to re-advertise. The Cedar Rapids Airport Commission reserves the right to defer acceptance of any bid for 30 calendar days after the bids are received and opened.
