PROJECT TITLE: Brady Chapel--FY24 Restoration and Repair. The City of Pocatello has secured funding for Phase I of a restoration and repair project at the historic Brady Chapel, located at 1520 S. 5th Ave., Pocatello, ID 83205. The project will require the meticulous restoration and replacement of deteriorated pinnacles, coupled with the comprehensive repair of stone and brick elements through judicious cleaning and sealing protocols. Work to be completed includes: a thorough repair of mortar and stonework, addressing cracks, vegetative growths, loose elements, and other structural deficiencies to fortify the integrity of Brady Chapel; securing the pinnacles in their designated positions, ensuring stability and alignment with the historical context; and cleaning and sealing all stonework, brick, and mortar. The project requires a 1-year workmanship and product warranty. It is the intent of these documents to describe the work required to complete this project in sufficient detail to secure comparable bids. All parts or work not specifically mentioned which are necessary in order to provide a complete installation shall be included in the bid and shall conform to all Local, State, and Federal requirements. In determining the lowest responsive bid, the Owner will consider all acceptable bids on a basis consistent with the bid package. The Owner will also consider whether the bidder is a responsible bidder. All bids must be signed and accompanied by evidence of authority to sign. Before a contract will be awarded for work contemplated herein, the Owner will conduct such investigation as is necessary to determine the performance record and ability of the apparent low bidder to perform the size and type of work specified under this Contract. Upon request, the bidder shall submit such information as deemed necessary by the Owner to evaluate the bidder's qualifications. This project is being bid in accordance with City of Pocatello Purchasing Policy and Idaho Code 67-2805 therefore all bidder's must be a licensed public works contractor per the State of Idaho. Before starting Work, the Contractor shall furnish a performance and payment bond from surety companies that are duly licensed or authorized to issue bonds in the required amounts in the jurisdiction in which the Project is located. The bonds shall be in an amount equal to the Contract Price, as security for the faithful performance and payment of all Contractor's obligations under the Contract. These bonds shall remain in effect until the completion of the Project and warranty period, but, in any case, not less than one year after the date when final payment becomes due. City of Pocatello reserves the right to reject any or all proposals, waive any nonmaterial irregularities in the bids received, and to accept the proposal deemed most advantageous to the best interest of the City of Pocatello. This project is being funded in part by a National Trust for Historic Preservation grant and all program requirements, including federal regulations and local policies and procedures, must be adhered to throughout the duration of the project. Section 3, minority and women owned businesses are especially encouraged to apply, as are businesses located within the City's municipal boundaries.
