The Jacksonville Transportation Authority the ('authority' or 'jta') Hereby Requests in Accordance With Florida Statutes, Chapter 287, Section 287.055, Consultants' Competitive Negotiation Act (Ccna), Proposals From Qualified Consulting Firms, Hereinafter Referred to as the ('consultant') for Request for Proposals ("rfp") No. P-24-010 Emerald Trail Pd&e Study and Conceptual Design Services for Segments 4,6,7,8. The Work Includes the Preparation of the Pd&e Study and Conceptual Design Documents for Segments 4, 6, 7 and 8. The Consultant Will Deliver Pd&e and Conceptual Design, Conduct Public Involvement, Provide Engineering Analysis and Design Considerations, Produce Environmental Analysis and Reports, and Adhere to Detailed Project Requirements as Further Detailed in the Scope of Work (Exhibit 'a'). The Authority reserves the right to (1) reject any or all offers or parts thereof if such action is in JTAs best interest, (2) accept other than the lowest offer if applicable, (3) waive informalities and minor irregularities in offers received, request additional information or clarifications, readvertise, cancel, postpone the solicitation at any time, with or without cause, without liability to any Proposer. (4) reserves the right to take into consideration the Proposers qualifications and past performance with JTA or any other entity in determining if the Proposer is responsible and qualified.
