Site work for a water / sewer project in Fargo, North Dakota. Completed plans call for site work for a water / sewer project.

Cost estimate is between $4,000,000 to $8,000,000. The Work is comprised of two (2) Contracts: Contract No. 1 - PVC Pipeline Construction and Contract No. 2 - HDPE Pipeline Construction with only one being awarded. The Work is generally described as follows: Contract No. 1: PVC Pipeline Construction: Construction of rural water supply pipelines consisting of furnishing and installing the following approximate quantities: Open-cut 500 feet of 1.5-inch DR11 IPS poly pipeline, Open-cut 4,300 feet of 8-inch SDR 26 IPS PVC pipeline, Open-cut 1,500 feet of 10-inch DR 13.5 IPS poly pipeline, Open-cut 8,900 feet of 10-inch SDR 26 IPS PVC pipeline, Open-cut 34,000 feet of 12-inch SDR 26 IPS PVC pipeline, 550 feet of 1.5-inch DR 11 IPS poly directional bores, 250 feet of 8-inch DR 13.5 IPS poly directional bores, 500 feet of 10-inch DR 13.5 IPS poly directional bores, 2,750 feet of 12-inch DR 13.5 IPS poly directional bores, four (4) Sheyenne Diversion Crossings with poly carrier pipe within poly casing pipe; thirteen (13) detailed tie-ins, one (1) 3-inch gate valve, thirteen (13) 8-inch gate valves, three (3) 10-inch gate valves, nine (9) 12-inch gate valves, five (5) dual blow off PVC pits, and all associated fittings and appurtenances, restoration, flushing and testing, signage, seeding, and gravel. Contract No. 2: HDPE Pipeline Construction: Construction of rural water supply pipelines consisting of furnishing and installing the following approximate quantities: Open-cut 500 feet of 1.5-inch DR11 IPS poly pipeline, Open-cut 5,800 feet of 10-inch DR 13.5 IPS poly pipeline, Open-cut 8,900 feet of 12-inch DR 13.5 IPS poly pipeline, Open-cut 34,000 feet of 14-inch DR 13.5 IPS poly pipeline, 550 feet of 1.5-inch DR 11 IPS poly directional bores, 250 feet of 10-inch DR 13.5 IPS poly directional bores, 500 feet of 12-inch DR 13.5 IPS poly directional bores, 2,750 feet of 14-inch DR 13.5 IPS poly directional bores, four (4) Sheyenne Diversion Crossings with poly carrier pipe within poly casing pipe; thirteen (13) detailed tie-ins, one (1) 3-inch gate valve, twelve (12) 8-inch gate valves, three (3) 10-inch gate valves, one (1) 12-inch gate valve, nine (9) 14-inch gate valves, five (5) dual blow off PVC pits, and all associated fittings and appurtenances, restoration, flushing and testing, signage, seeding, and gravel. Bidders are required to comply with Davis-Bacon prevailing wage requirements. Any lead service line replacements conducted under this project must replace the entire lead service line, not just a portion, unless a portion has already been replaced or is concurrently being replaced with another funding source. Bidders on this work will be required to comply with Title 40 CFR Part 33- Participation by Disadvantaged Business Enterprises in the United States Environmental Protection Agency Programs. The requirements for bidders and contractors under this regulation concern utilization of Minority Business Enterprises (MBE), Women's Business Enterprises (WBE), and Small Business Enterprises (SBE) and are explained in the specifications. The goal for MBE is 2% of the total dollar value of the project. The goal for WBE is 3% of the total dollar value of the project. To demonstrate a good faith effort to comply, bidders must include the MBE/WBE subcontractor solicitation form in the bid package. The work for Contract No. 1 and Contract No. 2 must be completed no later than the following: 1. Substantial Completion - June 15, 2025 2. Final Completion - July 15, 2025 All Bids will be made on the basis of cash payment for such work. After Bid opening, the Owner will return Bid security of all except the three lowest responsible Bidders. When the Contract is awarded, the remaining unsuccessful Bidder's Bonds will be returned. The Owner reserves the right to reject any or all Bids, and further reserves the right to award the Contract in the best interests of the Owner. The Owner reserves the right to hold the three (3) low Bids for a period of sixty (60) days after the date of the Bid opening to complete financial arrangements.
