The City of Effingham, Illinois ("City") is issuing a request for qualifications (RFQ), seeking professional services from a multi-disciplinary consulting firm to produce a new comprehensive plan ("plan"). The selected firm will possess demonstrated experience in comprehensive planning, project management, and effective public engagement. The revitalized plan will provide a vision and long-term guide for the City's development activities and initiatives. The comprehensive plan should be derived from resident and stakeholder input, data, and other relevant factors. A clear direction for future development policies, regulations, and decisions is the desired outcome of the plan. The project will integrate all aspects of various demographics, land use recommendations, public facilities, transportation, the environment, growth areas, and trends. It is the City's intent thatthe plan will be innovative, forward thinking, dynamic, inclusive, and reflective of stakeholder engagement. It is anticipated that work will begin in early 2024 and the finished product will be adopted by the City in late 2025. This RFQ is a competitive process, designed to select a consultant that best meets the needs of the City based on qualifications, demonstration of successful performance to other communities, capacity to service our community, price, and other relevant components of evaluations. The consultant is primarily responsible for the creation of the City's comprehensive plan, leading the plan creation efforts, and the timely completion of the plan. All work shall be completed in accordance with the defined standards and within the agreed upon timeline. This includes, but is not limited to, preparing and maintaining a detailed project timeline (the general timeline is expected to commence in early Spring , 2024 and is expected to last 12-18 months), conducting outreach, leading public hearings and other sessions/meeting presentations, conducting technical analysis with subsequent recommendations, and document creation. Wednesday, February 7, 2024: Questions period end date December, 2025: Final Plan due These instructions outline the guidelines governing the format and content of the proposal and the approach to be used in its development and presentation. The intent of the RFQ is to encourage responses that clearly communicate both the consultant's understanding of the City's requirements and their approach to providing the products and/or services. Please limit the proposals to twenty (20) pages maximum, not including the required attachments/forms. Neat, legible, and clearly stated information is adequate and will be used in the evaluation process. Supplier brochures may be included, but may not be substituted for the information requested herein. Any costs incurred by the agency in preparation or submittal of the RFQ are the company's sole responsibility. All responses, inquiries, or correspondence relative to or in reference to this RFQ, and all other reports and documentation submitted by the agency will become the property of the City of Effingham.
