Site work and paving for a mixed-use development in Austin, Texas. Working plans call for site work for a bridge / tunnel; for paving for a bridge / tunnel; 326,000-square-foot, 7,700-space parking garage; and parking garage.

Construction Manager at Risk services for the Airport Expansion and Development Program (AEDP) West Garage. The City of Austin (City), hereafter referred to as Owner, desires to select a Construction Manager-at-Risk firm through a one-step evaluation and selection process. This solicitation complies with applicable City Policy and the laws of the State of Texas law, including Texas Government Code Title 10, Subtitle F, Chapter 2269. Owner will select the successful Offeror that submits the proposal offering the best value to the City based on the published Evaluation Criteria. Owner will evaluate and rank each responsive submittal with respect to the published Evaluation Criteria contained in this solicitation as expeditiously as possible. Owner may determine that it is necessary to interview Offerors prior to ranking the offerors or making a recommendation to the City Council. Potential Offerors are cautioned to refer to all other sections of the Solicitation Documents, Clarifications and/or Addenda for further details. Evaluation Criteria are specified in Section 00101CMR. Owner is requesting documentation of qualifications and other relevant information for Construction Manager-at-Risk services to perform all Work required for the following Project: Project Name: West Garage - Lot B Project Location: 3600 PRESIDENTIAL BLVD, AUSTIN TX 78719 The project budget is currently Two Hundred and Fifty Million Dollars ($250,000,000). SCOPE OVERVIEW/BACKGROUND INFORMATION: The Austin-Bergstrom Airport Expansion and Development program (AEDP) seeks to construct the West Parking Garage to compensate for the anticipated loss of parking spaces due to closure of surface lots, the Red Garage's removal and address the escalating demand for parking at Austin-Bergstrom International Airport (AUS), aligning with the airport's rapid growth trajectory. The project consists of a multi-level parking garage with an estimated capacity of approximately 7,700 spaces. This garage contemplates some of the spaces will be used for electric vehicles (EV). Installation of a parking management system will be required. The designated location for this garage is the current Lot B surface parking area (approx. 326,000 sf), situated directly north of the existing Blue Garage. Future adaptability is a focus, prompting exploration of potential options, such as, but not limited to, the creation of direct Terminal access through an elevated pedestrian walkway between the Blue Garage and Consolidated Rental Car Facility (ConRAC). Additionally, the project will evaluate the integration of bridges linking the West Garage to the current Blue Garage, emphasizing pedestrian access to the terminal. The building systems will need to be connected to existing systems, such as, but not limited to, fire alarms, lighting, and security. Close coordination between the design and construction of the garage with both ongoing and upcoming strategic projects. This project will need to synchronize with other AEDP projects, as required, fostering collaboration across different initiatives to ensure an integrated AEDP approach. The selected CMR team will need to develop a strategic plan outlining its phasing and staging of design and construction activities, to expedite the overall project schedule minimizing disruptions to Airport operations and activities. ANTICIPATED SERVICES: The City of Austin seeks to obtain construction services through the Construction Manager at Risk (CMR) delivery method. The selected CMR will provide preconstruction services throughout the design development. The CMR will negotiate Guaranteed Maximum Price (GMP) packages for construction. The CMR delivery method will expedite the project delivery requiring strong coordination and collaboration between the Owner, Design Consultant and the CMR. The successful CMR will assemble a team that is experienced and technically proficient to work with AUS staff, consultants and stakeholders to achieve excellence in project delivery. The CMR's preconstruction services include, but are not limited to, the following: o Develop a Critical Path Project Schedule for each scope of work o Review AUS's overall program to ensure each scoped work is coordinated o Construction design document review and coordination of modifications with the Engineer of Record o Perform detailed constructability reviews o Development and illustration of construction phasing o Value engineering including schedule reduction opportunities o Budget and cost development management and reporting o Regulatory Compliance and Permits o Develop Project Quality Assurance (QA) and Quality Control (QC) Plans o Prepare GMP Plans and Proposal Packages o Coordinate and document subcontractor buy-outs o Bid Proposal packages in accordance with competitive bidding and MBE/WBE/DBE processes o Coordinate with Owner and design team on sustainability goals The CMR's construction management services include, but are not limited to, the following: o Manage subcontractors and vendors in the execution of all work packages o Construction progress meeting and reporting o Report to AUS executive management o Prepare submittals, Request for Information (RFI), and change order documentation o Monthly invoicing and financial status reporting o Schedule progress reporting o Project progress photography o Implement QC Plan and manage QC testing schedule o Coordinate all construction with AUS operations to minimize disruption to airport operations Prepare as-built drawings o Conduct commissioning and staff training, and develop close-out documents as required o Conduct punch walks, pre-final and final City inspections o Conduct warranty inspection o Document new assets; coordinate with Operational Readiness and Activation Transition (ORAT) and asset management teams All Work shall be substantially completed within 1,225 calendar days after date specified in the written Notice to Proceed with Pre-Construction services. This will be subject to change as the Preconstruction Phases are initiated for each scope of work's progress and the schedule becomes more defined. Any modification to the schedule will be provided in writing. Owner will submit a recommendation for Austin City Council authorization to negotiate and execute a contract with the top-ranked firm. If Owner is unable to negotiate a satisfactory contract with the top-ranked firm, Owner will formally end negotiations with that firm. The Owner will then proceed to negotiate a satisfactory contract with the next ranked firm in the order of the selection ranking, until a contract is reached or all negotiations end, provided that Owner, in its complete discretion, may elect to extend the time for negotiations with any firm for an additional period of time. Before the end of the 45th day after proposals are opened, Owner will evaluate and rank each responsive proposal submitted in relation to the criteria set forth in this solicitation. Owner will first attempt to negotiate and execute a contract with the top-ranked firm. If Owner is unable to negotiate a satisfactory contract with the top-ranked firm, Owner will formally end negotiations with that firm. The Owner will then proceed, to negotiate a satisfactory contract with the next firm in the order of ranking, until a contract is reached or all negotiations end, provided that Owner, in its complete discretion, may elect to extend the time for negotiations with any firm for an additional period of time. After reaching a satisfactory contract with an Offeror, Owner will place on an agenda of the Austin City Council a recommendation for approval of the contract. There will be no site visit. Owner reserves the right to reject any or all Responses and to waive any minor informality in any submittal or solicitation procedure (a minor informality is one that does not affect the competitiveness of the Offerors). When Performance Bonds and/or Payment Bonds are required, each shall be issued in an amount of one hundred percent (100%) of the Contract Amount as security for the faithful performance and/or payment of all CM's obligations under the Contract Documents.
