he City of Amarillo is soliciting qualifications from consultant firms with experience in the evaluation, design and construction related to the upgrade of the Hollywood Road Wastewater Treatment Plant (WWTP). The plant is currently meeting all discharge limits during normal operations; however, recent high waste stream loads have led to the plant exceeding 75% of the facility's design capacity as outlined by the Texas Commission on Environmental Quality (TCEQ) discharge permit. These exceedances require that the City engage with TCEQ in the short term on a plan for increasing the rating capacity of plant, as well as begin planning and implementation of recommended operational or physical changes to the plant that will increase capacity. The City also requires the design and construction of a centralized administration building, incorporating a fully operational chemistry laboratory evaluating wet chemistry, inorganic and organic constituents as well as a Biosafety Level 2 (BSL-2) microbiology laboratory, along with a centralized supervisory control and data acquisition (SCADA) control room for the entirety of the water utility. Future expansion requirements should also be considered for all elements of the facility The City of Amarillo is soliciting an RFQ for Engineering Services for RFQ 13-24 City of Amarillo Hollywood Road Wastewater Treatment Plant Project. This contract is subject to the Environmental Protection Agency's (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes EPA- approved fair share goals toward procurement of Minority and Women-Owned Business Enterprise (M/WBE) business. EPA rules require that applicants and prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to M/WBEs through demonstration of the six affirmative steps.
