BACKGROUND AND DESCRIPTION The City of Orinda is implementing a storm drain repair plan which has prioritized repairs based on field inspections of large diameter pipes under public roads. The pipes in need of repair are generally CMP's in deteriorated condition. The Group 3 Stormdrain Lining Project consists of three Capital Improvement Plan (CIP) projects. PROPOSED SCOPE OF WORK The City is seeking a qualified firm to perform the following specialized professional work: Services to be Provided by Consultant o Project Management o Preliminary and Final Engineering Design (PS&E) o Environmental Studies when required to acquire regulatory permits o Apply for and acquire regulatory permits (City will pay fees) Supplemental Services which may be required if needed after initial studies (Include an approximate scope based on the following) o Topographic and right-of-way survey - 2 properties per pipe location o Right-of-way assistance - discussions with adjacent private property owners; City can perform title research if needed on private properties o Utility Coordination o Design services during construction o Providing Biological Resources Surveys and Monitoring Services during the construction per the permit requirements Services to be Provided by City o Provide City input and direction to the Consultant o Review of engineering and environmental documents produced o Right-of-way appraisals and acquisitions, if necessary The successful consultant will provide professional environmental studies and engineering design services to acquire regulatory permits for the repair work and deliver a bid set of plans, specs, and estimate (PS&E) to successfully construct the subject project. Assumptions 1. The intent of the work is to maintain existing facilities with no change in capacity. Therefore, the culvert repair plan for each pipe should be the least intrusive method, which is assumed to be lining the pipe using CIPP or cement. Consultant will make recommendation based on cost, service life and regulatory (State Water Board and/or State DFW) acceptance. 2. The consultant should hold pre-application meetings with the regulatory agencies to determine if multiple pipes could be combined into a single permit, especially when pipes are in the same watershed or creek drainage area. 3. Mitigation planting should be avoided and if mitigation is required, the City has established a San Pablo Creek Restoration Fund for which in lieu mitigation payments may be made. 4. Bidding documents may be for one or more pipe locations depending on the progress of each pipe based on design, permitting, utilities, right of way, or other complications. RFI Deadline February 19, 2024 Any questions related to this RFP shall be submitted in writing to the attention of Farah Khorashadi via email at fkhorashadi@cityoforinda.org. Questions/RFI's shall be submitted before 5:00 PM per the Timeline indicated above. City responses will be issued as an addendum and posted on the website. City reserves right to not respond to RFI's submitted after the above deadline. No oral question or inquiry about this RFP shall be accepted. Right of Rejection by City The City reserves the right to reject any or all proposals. Contract execution/NTP April 22, 2024, NTP Award Successful firm will be required to participate in negotiations as to pricing, technical or other revisions to their technical proposal.
