Demolition, site work and asbestos abatement for a residential development in Niles, Illinois. Completed plans call for the demolition of a two-story above grade residential development; for site work for a residential development; and for asbestos abatement for a residential development.

The undersigned having become familiar with the local conditions affecting the cost for the Demolition of 2 Story House at 7453 W Seward Street, Niles, IL for the Village of Niles, Illinois, and with all the Contract Documents including the Legal Advertisement, Specifications and Conditions and the Proposal, hereby proposes to provide service for the Demolition of 2 Story House at 7453 W Seward Street, Niles, IL Scope of Work: The work under this project shall consist of one contract for all material, tools, labor, hauling, disposal, remediation, and all necessary appurtenances required for the Property Demolition and all other collateral work needed to complete the project as specified herein. Only contractors qualified to perform this type of construction shall bid this project. The selected Contractor shall designate one responsible company agent to act as an overall Project Manager. Said Project Manager shall be fluent in English. The Project Manager shall fluent the Community Development Department or his designee 48 hours prior to demolition of property. The Contractor agrees to repair or replace, to the satisfaction of the Community Development Department, or his agent, any vegetation or property damaged by his operations. The Contractor will furnish all labor, materials and equipment necessary to perform the work as outlined in accordance with the enclosed specifics. Prices indicated on the bid proposal for this contract shall include all work contemplated by these specifications. These Special Provisions are intended to include all information necessary for the work contemplated. In case, by inadvertence or otherwise, these Special Provisions omit some information necessary for that purpose, the Contractor shall, nevertheless, be required to perform such work at either no expense to the Village, or at a negotiated cost with the Village, so that the maintenance program may be accomplished according to the true intent and purpose of these specifications. If the Contractor defaults or neglects to carry out the work in accordance with the contract specifications, or fails to perform any provision of the contract, the Village may, after seven days written notice to the Contractor and without prejudice to any other remedy he may have, make good deficiencies and may deduct the cost thereof from the payment then or thereafter due to the Contractor; or at its option, may terminate the contract. Bid Deposit: 5% Cashier's Check, Certified Check or Bid Bond Performance Bond: 100% Performance Bond or Certified or Cashier's Check Must Comply With Amended Illinois Prevailing Wage Act, 820 ILCS 130/.01 Et Seq. Must Comply With Employment of Illinois Workers on Public Works Act, 30 ILCS 570/0.01 Et Seq. Bid Prices and Conditions Must Be Guaranteed for 90 Days. Questions: 02/02/2024. All inquiries are to be made in writing and directed to Susan Bus, the Village Purchasing Manager at slb@vniles.com (5) five days prior to Bid Opening to allow sufficient time for a written response. Any Bidder in doubt as to the true meaning of any part of the specifications or other contract documents, may request an interpretation thereof from the Purchasing Manager. The person requesting the interpretation shall be responsible for its prompt delivery. At the request of the Bidder, or in the event The Purchasing Manager deems the interpretation to be substantive, the interpretation will be made by written addendum duly issued by the Purchasing Manager. No oral explanations will be binding. In the event that a written addendum is issued, either as a result of a request for interpretation or the result of a change in the specifications initiated by the Village, a copy of such addendum will be e-mailed to all prospective Bidders. The Village will not assume responsibility for receipt of such addendum. In all cases it will be the Bidders responsibility to obtain all addenda issued. Bidders will provide written acknowledgement of receipt of each addendum issued with the bid submission. Any and all special conditions and specifications attached hereto, which vary from the general terms and conditions, shall have precedence. Nothing herein is intended to exclude any responsible firm, or in any way restrain, or restrict competition. All responsible and eligible firms are encouraged to submit proposals. The Village reserves the right to accept or reject any or all proposals, to waive informalities or technicalities in any proposal, and to accept the proposal which it deems to be in the best interests of the Village. A contract will be awarded to that responsible Bidder whose bid, conforming to the Invitation to Bid, will be most advantageous to the Village, price and other factors considered. The Village reserves the right to accept or reject any or all Proposals, to waive informalities or technicalities in any Proposal, and to accept the Proposal which it deems to be in the best interests of the Village TERMINATION OF CONTRACT The Village reserves the right to terminate the whole or any part of the Contract, upon written notice to the Bidder, in the event that sufficient funds to complete the contract are not appropriated by the Village of Niles. The Village further reserves the right to terminate the whole or any part of the Contract, upon written notice to the Bidder, in the event of default by the Bidder. Default is defined as failure of the Bidder to perform any of the provisions of this contract or failure to make sufficient progress so as to endanger performance of the Contract in accordance with its terms. In the event of default and termination, the Village may procure, upon such terms and in such manner, as the Purchasing Manager may deem appropriate, supplies or services similar to those so terminated. The Bidder shall be liable for any excess costs for such similar supplies or services unless acceptable evidence is submitted to the Purchasing Manager that failure to perform the Contract was due to causes beyond the control and the fault or negligence of the Bidder. Asbestos abatement may begin as soon as permits are obtained and verified by the Village and a purchase order has been issued. However, notice to proceed for demolition of the building will not be given prior to March 1,2024. Substantial completion date of demolition shall be April l, 2024. Completion date for landscaping shall be April 30,2024.
