Site work for a civil project in Independence, Missouri. Completed plans call for site work for a water / sewer project.

Tri-County Water Authority (Tri-County or Owner) is seeking qualifications from contractor(s) to provide Construction Management at Risk (CMAR) services in the delivery of the System Resiliency Improvements Project (Project). The Project includes three (3) vertical ground water wells at the wellfields North and West of the Water Treatment Plant and a 2 million gallon (mgal) ground storage tank at the Colbern Road Pump Station. The Project consists of three (3) vertical wells, one at the North Wellfield and two at the West Wellfield, with associated raw water mains and access roads, and a 2.0 mgal pre-stressed concrete ground storage tank at the Colbern Road Pump Station, located at Colbern and Blackwell Roads, just east of Lake Jacomo. The anticipated Project construction budget ranges from $7.0 to $10.0 million. The Project will be financed through the Missouri State Revolving Fund Loan Program requiring compliance with the Davis Bacon Act, Missouri Prevailing Wage Law, American Iron and Steel, and several other State and Federal assurance requirements that will be provided at such time as the short-listed firms are notified. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Deadline for Questions Tuesday, February 20th at 5:00 p.m. Written requests for information should be directed to: Kyle Sims HDR Engineering, Inc. 10450 Holmes Road, Suite 600 Kansas Owner, MO 64131-3471 816-347-1145 Kyle.Sims@hdrinc.com The anticipated Project milestones are as follows: Preliminary Engineering Report (Facility Plan) Complete Basis of Design Report (BoDR) January 2024 30-percent Design April 2024 90-percent Design July 2024 100-percent Design and GMP Development August 2024 MDNR Construction Permit Review September 2024 Construction (To be updated with CMAR input) October 2024 to October 2025 The anticipated procurement schedule is as follows: Notify Shortlisted Firms Tuesday, March 12 Submit Contract Markups Thursday, March 21 by 5:00 p.m. Interviews and sealed fees/contract comments Week of March 25 Select CMAR Tuesday, April 2 Execute CMAR Contract Tuesday, April 30 Following receipt of qualified and responsive SOQs, the Owner will short-list a minimum of two (2) CM teams that will be invited to interview. Shortlisted firmed will be notified on Tuesday, March 12, 2024, At this time, they will be provided with the following documents. 1. EJCDC CMAR-525 (previously provided). 2. EJCDC CMAR-700, Standard General Conditions of the Construction Manager at Risk Contract. 3. EICDC CMAR-800, Supplementary Condition of the Construction Manager at Risk 4. EJCDC C-610 Performance Bond. 5. EJCDC C-615 Payment Bond. 6. Fee and Rate Proposal Form The Owner will conduct in-person interviews the Week of March 25, 2024. Specific times and durations will be provided at the time short-listed respondents are notified. The short-listed respondents will be asked to provide the Proposal (Fee and Rate Proposal Form) and markups of the above listed documents at the time of the interviews. The following subsections provide additional details on these documents. A. Proposal (Fee and Rate Proposal Form) The Respondeat must complete the Proposal (Fee and Rate Proposal Form) provided at the time of the Interview with all required pricing information. The scope of CMAR services for which pricing is required is defined in Part 2 of this RFQ P. The Proposal shall be submitted to the Owner in a sealed envelope at the Interview, B. Draft Construction Manager at Risk Agreement Each short-listed respondent shall submit a summary of significant revisions and explanation of the rationale for such revisions and the associated benefits to the Owner along with detailed markup of the Draft CMAR-525 Agreement (including Exhibit A), General Conditions, Supplementary Conditions, and Bond Forms. Although it is likely that the Owner will undertake negotiation of the contract terms with the Contractor, the markups will be treated as a de facto offer that the Owner can accept as is, resulting in a binding contract between the CMAR and Owner without further negotiations or revision. Respondents are encouraged to suggest revisions that will more efficiently allocate risk, improve the parties" understanding of risk allocation, and improve clarity of any terms of the Draft Agreement where ambiguities or uncertainties may arise in their application or interpretation. The Owner is not obligated to accept any of the requested exceptions, modifications, or additions submitted by the Respondent in the Agreement Markups when negotiating and finalizing the CMAR Contract. Furthermore, the Owner may request additional revisious during negotiations and before finalizing the CMAR Contract, The Contract Markups shall be submitted to the Owner electronically no later than 5:00 p.m. on March 21, 2024. The Tri-County Water Authority reserves the right to waive irregularities, to reject any or all proposals, to determine the best responsive and responsible Proposer, and to award the Contract on that basis.
