Through this request for qualification (RFQ), notice is hereby given that the City of Durham, North Carolina, General Services Department, is seeking a consulting firm to provide professional services for the design of site repairs at Solid Waste Management Yard Waste. Anticipated professional services will include civil engineering and geotechnical engineering. BACKGROUND AND SCOPE OF SERVICES The City of Durham is seeking statements of qualifications from qualified professional engineering teams to develop design and construction documentation for bidding and construction administration at the Solid Waste Yard Waste Composting Facility. The following is a preliminary scope of work that may be modified during contract negotiations with the selected consultant. The City of Durham Yard Waste facility is a Large Type 1 Solid Waste Compost Facility (Permit # 3204- COMPOST-1991) located at 2115 E. Club Blvd. The facility is adjacent to the closed City of Durham Municipal Solid Waste (MSW) Landfill and is accessed via a gravel service road. The area allotted for compost facility operation is 11.02 acres, and the property includes a stormwater retention pond designed to capture runoff from the site then piped to the North Durham Water Reclamation Facility. Current operations receive approximately 15,000 tons of yard waste and untreated and unpainted pallets annually from City collections, private landscaping companies and individuals. The accumulated material is ground once to create mulch which is then hauled off-site to be composted with the City's biosolids at the North Durham Wastewater Treatment Facility (Type 4 compost facility). The operating surface of the Type 1 facility is unpaved and uncovered. These conditions have led to significant drainage, navigation, vegetation, and other operational and facility concerns over time. The proposed improvements include site modifications to drain properly into the retention pond, better receive and process organic materials, create additional operation and storage areas for mulched and/or composted materials. Improvements should fit standards for a permit modification that supports composting operations to better manage yard waste and potentially add food scrap collection in the future. Survey: Site Inventory and Evaluation Confirmation; Site investigations, including survey, sub surface utility investigations, boundary survey, topographic survey, conditions. Schematic Design (SD): Prepare design concepts for City Staff consideration. Prepare schematic design plans on selected alternate. Prepare a subbase investigation. SD Phase plans will minimally include sidewalks, parking lots, general site furnishings, utility routing and stormwater measure locations. Attend owner meeting to coordinate and resolve value engineering, constructability, construction phasing and scheduling issues in the preliminary design. Prepare design criteria, agree upon program elements, alternative schemes, recommended scheme with construction phasing options and cost estimate. Update the design schedule. Present to Departments/agencies for review the Permits required and a plan for acquiring all State, County, and City permit applications and approvals. Permitting, Reviews and Approvals Review and present design concepts to the City of Durham General Services and any other regulatory agencies whose approval are necessary for the development of the site. Submit plans and applications to regulatory agencies. Secure approvals from all other local and state agencies as required for the development of the site. Coordinate the construction or relocation of all utilities as necessary. Attending meetings as necessary for all approvals. Provide responses and modifications to regulatory comments. Construction Documents (CD) Based on the approved SD plans, prepare construction documents and specifications to minimally include Demolition and clearing plans, drainage plans, layout and staking plans, elevations and sections, construction details, lighting and signage plans. Prepare construction documents level cost estimate and updated project schedule; reconcile cost estimate with the City's awarded contractor. Incorporate bid alternates as necessitated by the project budget. Conduct regular meetings as necessary with stakeholders for timely project completion. Bid Assistance Attend Pre-bid and award meetings conducted by the Owner. Issue addenda as required. Provide document clarifications to bidders as required. Assist owner in review and comparison of Bids. Assist owner in negotiations to reduce bid price if cost summary exceeds budgeted amount. Construction Administration Provide construction administration and observation associated with the site improvements including a preconstruction conference, weekly site observation and meetings for processing the contractors pay request. Provide interpretations of prepared drawings and specifications, shop drawing review and approval as well as preparation of change orders and construction change directives. Post Construction Phase/Deliverables Prepare as-built documents based on information received from the contractor in AutoCAD format or such other format, as the owner requires. Assist in project closeout and assistance in the establishment of warranties and guarantees. o Present to required departments/agencies for review; Responsible for all State, County, and City permit applications and approvals. All Request for Qualifications must include a Non-Collusion affidavit. The City of Durham reserves the right to reject any or all proposals. Notice under the Americans with Disabilities Act. The City is not responsible for providing updated information/changes to firms not known by the City as holding a copy of this RFQ. This RFQ does not obligate the City to pay any costs incurred by respondents in the preparation and submission of a response. Furthermore, the RFQ does not obligate the City to accept or contract for any expressed or implied services. The City of Durham reserves the right to reject any and all submittals. Establish a shortlist of firms and schedule interviews February 2024 Complete interviews of short-listed firms February 2024 City Council award of contract April 2024 Notice to Proceed June 2024 Project Completion Fall 2025 The design goals for this project are 8% M/UBE and 6% W/UBE. The City of Durham EJCDC contract and exhibits will be used and the selected vendor will be expected to accept the terms of the attached modified contract as supplemented by the City without modification. Exceptions will be considered only to address errors or ambiguities in text, or if such modifications would be in the best interest of the project and the City. The method of Contractor Selection has not been Determined at this time.
