The Metropolitan Council (Council) is soliciting proposals from shortlisted proposers for a Design-Builder to design and construct a new fluid bed incinerator at the Metropolitan Wastewater Treatment Plant (Metro Plant) in Saint Paul, Minnesota. The project will increase solids processing capacity at the Metro Plant by installing a fourth incinerator train and dewatering equipment in an expansion to the existing Solids Management Building. The incinerator train will include a fluid bed incinerator, energy recovery equipment, and air pollution control equipment designed to meet 40 C.F.R. Part 60, Subpart LLLL emission requirements and process 130 dry tons per day. The Council is soliciting proposals from the two shortlisted Respondents selected from the qualifications-based evaluation process completed in June 2023.
