Site work and paving for a civil project in Napavine, Washington. Conceptual plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

The City of Napavine solicits interest from consulting firms with expertise in Civil and Structural Engineering Design. This agreement will be approximately 12 months (June 1, 2024 to May 31, 2025) in duration with the option for the City of Napavine to extend for additional time and money if necessary. Consultants will be considered for the following project. Project Description The work to be performed by the CONSULTANT consists of preparing preliminary engineering designs for improvements to Rush Road from Stella Ave to Newaukum Valley Rd which includes grinding and resurfacing Rush Road and constructing a 10-ft detached multipurpose walk/bike lane on one side of the road with new striping. This Preliminary Engineering phase of this project has been assigned a 0% DBE goal. This is a Federally Funded project and will be held to Federal EEO requirements. The major features of the project are as follows: b Development of Plans, Specifications and Estimates for the project. b Approximately 1.27 miles of grind and inlay of arterial road.Grind and Inlay will be on deteriorated areas with overall full pavement and driveway pave backs. b Surveying, to establish right of way and topographic elements of the project limits. b Constructing 1.27 miles of detached multipurpose walk / bike lane on one side of the road. (The city anticipates the path being located on the west side but team should be prepared to provide an alternative analysis.) b Preparation of right of way documents, including preparation of right of way permits, easements and temporary construction easements. b Stormwater design and permitting. b Environmental documentation and preparation of permit applications. b Evaluation and design of pedestrian crossings. b Signing and striping design for the roadway and multiuse path. b Construction traffic control and phasing plans. The City of Napavine reserves the right to retain the services of the successful firm(s) for any subsequent phases (R/W, CN) associated with this/these project(s). Evaluation Criteria Submittals will be evaluated and ranked based on the following criteria: 1. Qualification of Proposed Project Manager delivering similar projects 2. Qualifications/Expertise of Firm delivering similar projects 3. Ability to meet schedule 4. Approach to this project 5. Familiarity with WSDOT/FHWA standards 6. Past Performance/References Contract Type and Payment Method The solicited services are divided into phases whereby the specific scope of work and associated costs may be negotiated and authorized by phase as the project progresses. The methods of payment shall be: negotiated hourly rate contracts.
