The City of Gallatin is seeking statements of qualifications (SOQs) from qualified firms to provide easement acquisition services for approximately 100 or more properties. The City of Gallatin is partnering with the cities of Portland, Westmoreland, and the Castalian Springs Bethpage Water Utility District to construct a 118,000 linear foot transmission main from Gallatin to Portland. Easement acquisition will be needed in each district. This project is being supported with U.S. Department of Treasury, Coronavirus State and Local Fiscal Recovery Fund grant funding. Certain restrictions may be applicable with projects funded under a grant contract with the State of Tennessee, Department of Environment and Conservation. The project shall be accomplished in accordance with TDEC and U.S. Treasury guidelines. The selected firm will need to deliver executed easement agreements in a relatively short time frame due to deadlines related to the ARPA funds. Payment for services shall be made based on work completed in each section of the scope of services. The scope of services will include, but not limited to, the following: o Acquire easements needed for the project in accordance with the Uniform Relocation Assistance and Real Property Acquisition Act (URA) o Review easement exhibits for accuracy o Perform title searches to confirm property ownership o Prepare final easement documents - the City of Gallatin will provide a standard agreement to be modified o Valuation of easement area, including possible improvements such as tree removal, fence reinstall, etc. o Present documents to property owners and negotiate on behalf of the City of Gallatin, Portland, Westmoreland, and the Castalian Springs Bethpage Water Utility District Evaluation criteria for each SOQ shall include consideration of the following factors: 1.Demonstrated understanding of regulatory requirements 2.Specific experience on similar projects 3.Overall project approach 4.Strength of team credentials Evaluation proceedings will be conducted within the established guidelines regarding equal employment opportunity and nondiscriminatory action based upon the grounds of race, color, sex, creed or national origin. Interested certified Disadvantages Business Enterprise (DBE) firm as well as other minority/women-owned (MBE/WBE) firms are encouraged to respond to all advertisements by the City of Gallatin. The City of Gallatin reserves the right to reject any and all SOQs, to waive any informality in the SOQs, and negotiate changes in the scope of services to be provided. All submittals will be advised in writing when a selection has been made. Questions must be submitted in writing by 4:00 p.m. CST on February 2, 2024 to ensure answers can be sent and received by prospective firms for their consideration prior to the date the SOQs are due. Any SOQ received after this time and date will not be considered. The firm has the sole responsibility to have its SOQ submitted to and received by the City of Gallatin by the foregoing deadline.
