Work to be carried out under this contract includes grass cutting and trimming of certain cemeteries, parks and municipally owned lands within the Town of Fort Erie. The work sites are in many locations throughout the town. The Contractor shall supply all necessary equipment and labour to cut and trim grass on the specified lands on a scheduled frequency as shown in Appendix "C" - Pricing Schedule and Appendix "F" - Maps. Additionally, the contractor will supply a "per cut" price for each property in the event that the Manager, Parks and Facilities, or designate, requests an additional cut, outside of the schedule. In the event that the Manager, Parks and Facilities requests a cut that by end of season means that that land will be cut more than the specified number of cuts per year shown in Appendix "C" - Pricing Schedule, the per cut price will apply for each cut exceeding the specified number of cuts per year. The Contractor shall supply the Town of Fort Erie with a grass cutting service for a three year period: On or about May 1, 2024 to October 31, 2024 On or about May 1, 2025 to October 31, 2025 On or about May 1, 2026 to October 31, 2026 An option to extend this tender for two (2) one-year periods exists if both the Town and successful bidder mutually agree. Prior to the beginning of each grass cutting season (May 1st annually), the necessary vehicle documentation, Contractor documentation, insurance certificates and all other applicable documentation shall be updated and provided to the town's contact. In determining whether to renew the contract, the Town will consider the following, but not be limited to: o Quality of product o Quality of service (i.e. alterations, availability, promptness, adherence to industry health and safety standards) o Delivery o Price The Contractor shall cut approximately 70 locations (parks, playing fields, cemeteries, boulevards and other municipal owned property) according to the frequency specified for each site in Appendix "C" - Pricing Schedule. In order to ensure a proper understanding of the work areas involved, the Town of Fort Erie has enclosed, as part of this tender, site information in Appendix "C" - Pricing Schedule and maps in Appendix "F". The maps included in the tender package are only to assist in locating the work areas and should not be used to render a decision on the size or scope of work. No allowance shall subsequently be made for any error or misjudgement. Grass cutting on sites shall begin on the following weeks, according to the frequency required: "Weekly" cuts begin on or about the week of May 1st "Every 2 weeks" begin on or about the week of May 8th "Every 3 weeks" begin on or about the week of May 15th "Every 4 weeks" begin on or about the week of May 22nd All areas as designated are to be maintained in a tidy state, on a regular basis, by picking, mowing and trimming. The final standing height after cutting shall be 7cm. The frequency of the cuts may vary at the discretion of the Manager, Parks and Facilities or designate, in order to maintain required standard height of 7cm. Prior to cutting and trimming, the contractor shall remove from the work site, any broken glass, all paper and other refuse of 5cm diameter and over. All shredded debris must be removed from the work site upon completion of each cut. No excessive clippings shall be left on any cut area (i.e. mulch, bag or rake excessive clippings). The determination of excessive will be at the sole discretion of the Manager, Parks and Facilities or designate. Handwork including grass trimming will be carried out around any tree, shrub, flowerbed, gravestone, fence or other structures during each cut. The successful contractor will commence and cease lawn mowing within 24 hours, upon the request of the Manager, Parks and Facilities who may request this to deal with a public concern or with an activity at a specific location (e.g. burial ceremony). The Manager, Parks and Facilities or designate reserves the right to add and/or delete any area from time to time, as deemed necessary. Any addition or deletion will be dealt with by the contractor on the basis of the unit cost mutually agreed upon by the contractor and the Manager, Parks and Facilities or designate.
