National Railroad Passenger Corporation ("Amtrak") is issuing this Request for Qualifications ("RFQ") to solicit Statements of Qualifications ("SOQ") from interested parties to perform Construction Manager at Risk ("CMAR") Services for the Sawtooth Bridges Replacement Project. The following objectives have been developed for this Project: Delivery of new bridges and increase track capacity along the Northeast Corridor (NEC) by adding two additional tracks to meet current and future capacity demand including our future ridership goals of reaching 66 million passengers by 2040. Enhance rail service as an energy-efficient mode of travel, minimize emissions, bolster reliability, and fortify resiliency and redundancy through the implementation of a state-of-the-art rail system. Achieve a state of good repair by the replacement of the bridges and their approach structures to ensure continuous safe rail connectivity along the NEC. Reduce service disruptions and delays and restore design speeds to 90MPH to enhance On Time Performance (OTP) and elevate the overall customer experience. Deliver the Project safely, on schedule and within budget. Maximize the innovation potential and collaboration of the CMAR delivery method. construction of the Project is anticipated to start with Early Enabling Components Quarter three of 2024 and be completed in various phases leading to final completion by fourth Quarter 2034. Amtrak will take the lead for all ROW acquisition. The RFP will provide further details on the CMAR Contractor's responsibilities with respect to property acquisitions.
