North Avenue Pedestrian Safety Improvements - A. The Base Bid shall exclude the following work proposed at the intersection of Highland Street and North Avenue: construction of concrete curb ramps, construction of concrete vertical curb, asphalt restoration, associated restoration, and the installation of crosswalk striping. Each bid shall be accompanied by a certified check, cashier's check or bid bond duly executed by the bidder as principal and having as surety thereon a surety company approved by the Township of Commercial in an amount not less than ten percent (10%) but in no case in excess of $20,000.00 of the amount bid. Any such bid bond shall be without endorsement or conditions. Bid shall also be accompanied by a certificate letter from a surety company stating that it will provide the bidder with the completion bond. The award of the contract shall be made subject to the necessary moneys to do the work being provided by the Township of Commercial in a lawful manner. The contract to be executed by the successful bidder will provide that it shall not become effective until the necessary moneys to do the work have been provided by the Township of Commercial in a lawful manner. The Township of Commercial reserves the right to consider the bids for sixty (60) days after the receipt thereof, and further reserves the right to reject any or all bids, either in whole or in part and also to waive any informality in any and make such awards or take action as may be in the best interest of the Township of Commercial in accordance with applicable law. MBE (27%), WBE (6.9%) Completion- 40 Calendar Days (Base Bid) 45 Calendar Days (Alternate Bid) This project shall consist of the construction of pedestrian safety improvements along North Avenue (County Route 633) and around the baseball fields at the Commercial Township Baseball Association Community Center located in the Township of Commercial, Cumberland County, New Jerey. The pedestrian safety improvements shall consist of the construction of a pervious asphalt pedestrian path around the perimeter of the baseball fields; the construction of a pervious asphalt pedestrian path along North Avenue towards the intersection of North Avenue and Highland Street; the construction of concrete ADA compliant curb ramps, concrete vertical curb, asphalt restoration, and crosswalk striping at the intersection of North Avenue and Highland Street; the installation of asphalt driveway aprons; the installation of ADA accessible parking space striping; site clearing, traffic control, site restoration; and all other work contained in the Plans and Specifications or directed by the Engineer. The work also includes dust control, soil erosion control, cleaning and restoration. The contractor is responsible for the location of all utilities and to schedule all work involved with utilities. Any cost related to this coordination shall be included in the proposal. The improvements to be constructed along North Avenue are proposed within the Cumberland County right-of-way. The County is aware and in approval of the project. A highway occupancy permit is NOT required, but all construction shall be completed in accordance with the appropriate County requirements, in addition to the appropriate Township and State requirements. No interpretations of the meaning of the drawings, specifications or other contract documents will be made to any bidder orally. Every request for such interpretation should be made in writing, addressed to the Engineer, and to be given consideration, must be received at least ten (10) days prior to the final date fixed for receiving bids
