Site work and paving for a mixed-use development in Fredericksburg, Virginia. Conceptual plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; and sidewalk / parking lot.

Questions / Clarifications Due February 13, 2024 by 1:00 PM All inquiries must be submitted in writing to Siera Rogers, via email, at ssrogers@fredericksburgva.gov. Please include the RFQ number and title in the subject line of the message. The City intends to select a Professional Engineering company based on qualifications to perform engineering services during the design and construction phases of the "Dixon Park to Mayfield Community Center Connections" project. The Mayfield Neighborhood is in need of crosswalks, traffic calming, and sidewalk connections to make safer access to and between community amenities like Dixon Park and the Mayfield Community Center as well as the commercial area at the intersection of McKinney Street and Dixon Street. The street network in the area has some existing conditions that should be addressed specifically, the McKinney St., Howison Ave., Dixon St., and Airport Ave. intersect in a triangular offset condition. Similarly, Howison, Airport, White, and McKinney are all straight street segments greater than a quartermile in length without any turns or other natural traffic calming. These geometric conditions can result in high vehicular speeds along the same routes pedestrians use to access these community facilities, especially along the central automotive routes through a neighborhood. Focused improvements to the street network would enhance mobility and safety for pedestrians and bicyclists. Traffic calming devices such as pedestrian bump-outs, chokers, or raised crosswalks are envisioned for key intersections (identified as the intersection of Howison Ave and Airport Ave, the intersection of White Street and McKinney Street, and the intersections of White Street with Tyler and Glover Streets) to both reduce pedestrian crossing distances and provide traffic calming. This Request for Quotes is to provide engineering services for approximately thirteen high visibility crosswalks, four pedestrian bump-out crossings/sets of "chokers"/raised crosswalks, 2 and/or necessary signage at these key intersections. Additional features, such as street trees or pedestrian lighting, may be added if deemed appropriate. (See attached concept diagram). The City of Fredericksburg ("City") is requesting quotes from qualified engineering consultants to survey and engineer the project outlining crosswalks, pedestrian bump-outs, chokers, raised crosswalks and additional features in the designated area from Dixon Park to the Mayfield Community Center at their respective intersections with Airport Ave., Howison Ave., McKinney St., White St., Glover St., and Tyler St. The City will utilize (CDBG Community Development Block Grant) funds under the public facilities activity for the engineer design and ultimately the construction of this project. Any revisions to the solicitation will be made only by addendum issued by the Procurement Officer and will be posted on the City's website. The City may cancel this Request for Quote or reject quotes at any time prior to an award, and is not required to furnish a statement of the reasons why a particular quote was not deemed to be the most advantageous (Code of Virginia, 2.2-4359D). The award document will be a contract incorporating by reference all the requirements, terms and conditions of the solicitation and the contractor's quote as negotiated.
