Renovation of a laboratory facility in Winthrop, Massachusetts. Completed plans call for the renovation of a laboratory facility.
DUAL COLUMN GAS CHROMATOGRAPHY SYSTEM WITH DUAL ECD The Massachusetts Water Resources Authority (MWRA) plans to purchase two (2) Gas Chromatograph systems with a dual micro-Electron Capture Detector (ECD). Each Gas Chromatograph ECD must be capable of analyzing drinking water, groundwater and wastewater extracts by EPA Methods 552.2 and 608.3. All components and features for both instruments must be exactly the same or duplicate instruments. The instruments shall be installed at the Central Laboratory at Deer Island, Winthrop, MA. The systems must be new and not a refurbished or a demonstration instrument. Quotations in response to the bid must meet the following specifications for each component for each Gas Chromatograph system: Gas Chromatograph (GC) o Must feature an external control panel to provide easy accessibility to the GC and immediate interactions with it. The panel must be easy to view from multiple angles, have quick response, and feature workflow icons that follow production workflows. o The control panel of the GC should provide all needed data, including all temperature and pressure/flow parameters, type of carrier gas, carrier gas column pressure, flow rates, split flow, detector gas flow rates and all detector parameters. o There must be a dedicated automated routine that allows assisted leak check procedure and a dedicated automated routine allows automatically evaluating and storing the column pneumatic resistance which will allow an automated correction of the nominal column. o It must be able to calculate the carrier gas linear velocity and the column void time Autosampler (one for each GC system) o Must be configured for simultaneous dual injection o One autosampler must serve both injection ports. o Must include a syringe kit o Must be capable of injecting 1-10uL of liquid o Must have liquid sample injection modes including regular mode, fast mode and sandwich mode. o The autosampler must feature an X-Y-Z axis design without the use of transfer lines o During stand-by operations, syringes must be positioned away from any GC hot source. o Must have auto alignment o Syringes must be easily changed by operator without any special tools o Vial capacity of at least 100 2mL vials and 6 wash/waste vials so that samples may be loaded to run independent of operator over 48 hours. o Vial Bottom Sensing capability 2 Dual Split/splitless iniectors o The Split/Splitless injection ports must have independent temperature/pressure controls. o The injection ports must be able to operate with capillary columns. o The injector must feature an optimized, modular thermal profile for split and splitless injection with a cold head to allow for quick maintenance. o Must support hot/cold split and splitless modes as well as on column. o Capable of independent temperature programming, as well as independent pressure programming. o Injection port surfaces must have non-reactive, inert coating. o Inlet maintenance must be easy to perform, with no special tools required. o Early maintenance counter technology Oven {per GC system) o Must be dual columns. o The column oven must have an operating range of 25C to 400C, programmable. o The oven must support a fast start-up to quickly start operations and for power savings: o The oven mainframe must include all the necessary electrical and gas connections for injectors and detectors without the use of tubing and wires to obstruct the oven top. o Injectors and detectors positions are clearly defined for a quick user-installation. Pneumatic controls o Electronic pneumatic controls must be an integral part of injector and detector. o Electronic pneumatic restrictors must be based on micro-channel design. o The digital carrier gas controller must allow operation in constant and programmed flow and pressure modes. o The GC must have ambient temperature and pressure compensation for all inlets, detectors, and auxiliary pneumatics. o Precise retention time and area response reproducibility as demonstrated by serial injections of 2ng lindane. Retention Time Locking Capability o Must be able to maintain method retention times after routine maintenance without the need to update the calibration table. Helium Saver o Must be able to reduce the consumption of helium gas during the time the GC is not performing an analytical run (idle time). Dual Detectors {per GC system) o Must include two linearized Micro-Electron Capture Detectors o Detectors must have programmable independent temperature/pressure controls. o The GC must house and be able to operate with two detectors simultaneously on the same oven. o Detectors must be easy to access for performance of leak test. Electron Capture Detector (two per GC system) o Radioactive Source: 370 MBq equal to 10 mCi, 63Ni 3 o MDL: <4 fg/s lindane o Linear Dynamic Range: >10 4 with lindane o Maximum Temperature: 400 C in 0.1 C steps o Integrated Electronic Controls of the following gases are part of the detector module: 0 to 500 mL/min makeup; Make-up Gas: 95% argon/5% methane o Data Acquisition Rate: 500-1000 Hz Computer (computer, monitor, keyboard, mouse and printer for each GC system) o HP laser printer with duplex capability o The computer system must meet current MWRA MIS PC configuration requirements, which are as follows: o Win 11 Enterprise 64 bit OS o Chipset - Intel(R) Q370 minimum o Memory (minimum) 16GB (2x8GB) DDR4-2666 DIMM o Storage (minimum) SSD 512GB M.2 PCle NVMe o Optical Drive (DVD writer) o Network Intel(R) i219LM Gigabit Network Connection o Keyboard (USB wired) o Mouse (Optical USB) o Ports (2 Display Ports Standard HDMI) minimum o Warranty (3/3/3 year) o Monitor (22" minimum) Software Specifications o Must have Chromatographic Data System capable of complete instrument control, data acquisition, calibration, peak editing and quantitation. o Must have Chromatographic Data System capable of printing reports required by the EPA methods, specifically: o System suitability report: o Instrument Sensitivity- Signal /Noise o Chromatographic Performance - Peak Gaussian Factor o Column Performance - Resolution o Control Charts of areas and of recovery o Method Detection Limit Study reports o Percent difference calculation between channel responses. o Result reports must be formatted to upload to our Labware LIMS via LabStation. Include in your bid the file formats your system uses to export data files. o Instrument software updates must be provided free of charge. o Must be able to document calibration and sample analysis as is required by a regulatory laboratory. Training o Must have 2 day dedicated on-site training for analytical software. o Must have 2 day dedicated on-site training for instrument. Installation requirements o Must be able to operate with electrical requirements of 120V. o On-site installation must be included in the quotation. o Instrument must be installed and ready for use by the customer within six weeks of receipt of a purchase order. 4 Service o The vendor is required to provide expedited on-site response upon request (2 days or less) during the initial warranty period. o The vendor is required to provide assistance via phone or email from support center within 6 hours during the initial warranty period. o Must provide on-site service calls to perform preventive maintenance as required by the manufacturer. o Must include a two-year service agreement to begin after initial warranty has expired. o Parts must be available as part of the service agreement and for direct purchase throughout the life of the instrument. Current Hardware Trade In for Credit: 1. 2 Agilent 6890N GC systems with G2613A/G2614A auto-samplers, G2397A ECD detectors. All bidders are instructed to include separate line items as part of their online bid submittal that details any trade-in value for these instruments. Separate line items must also be provided for the instrument computers and monitors. The unit cost shall include: 1. Two Instruments, Data Control Systems, and Autosamplers. 2. Installation 3. On-site training immediately after system installation 4. Spare parts/accessories as stated in these specifications and necessary consumables to perform required pre-acceptance configuration and testing 5. Three year warranty for both instruments including annual preventative maintenance visits and non-consumable parts, labor and travel expenses, and software updates. Alternatively, a one year warranty with a two-year service contract included in the initial purchase price. 6. Technical support 7. Freight FOB, Deer Island Lab, Winthrop 8.
