To locate a Landscape Architectural firm with the relevant experience and qualifications to provide Master Planning, Landscape Design, and Architectural/Engineering Services to the Town of Darien, CT, to utilize a 60-acre Long Island Sound waterfront property and repurpose it and its structures to create new opportunities for activities and community facilities while taking into account the priorities and strategies in the Town Plan of Conservation and Development Plan (2016) and Parks and Recreation Master Plan (2018). In 2022, the Town of Darien, CT, acquired a 60-acre private island (Great Island) with a 13,000 sf estate house, equestrian facilities, a carriage building, three residential dwellings, a boat house and dock, a small beach with three outbuildings, and 1.5 miles of shoreline. Questions regarding this RFQ shall be directed to the Town Administrator by the Q&A Deadline of February 1, 2024. If any questions are submitted, a summary of the responses will be posted on the Town of Darien Electronically by February 7, 2024 PROJECTED LANDSCAPE ARCHITECT DESIGN SCOPE OF SERVICES : Creation of a conceptual Vision Plan that describes proposed uses and programming for Great Island. Developing and facilitating an inclusive and accessible public outreach program and communication plan to gain the input of residents and stakeholders, and to keep them informed throughout the planning process. Development of a Master Plan that includes: - Recommended park and open space improvements and community facilities, including preliminary design and cost estimates. - Consideration for community recreational, cultural, and educational facilities, including those involving the repurposing of existing buildings, and preservation/updating of historic structures. - Utilization of the waterfront. - Implementation strategy, including project phasing and execution. - Planning and design for public access and circulation by vehicles, pedestrians, and bicyclists, including parking, way-finding (signage) and ADA requirements. - Emergency and Maintenance access. - Project funding opportunities, including potential grants, philanthropic support, public/private partnership structures, commercial development and revenue-generating activities to support ongoing operations. - Consideration for coastal areas, including understanding of wildlife, ecological impacts and state and federal regulatory compliance. Conceptual, Schematic and Construction Design Documents. Site civil engineering, topographic survey, lighting design, drainage and site utilities. o Cost Estimates. o Occasional attendance and participation in Town of Darien meetings. Construction administration/oversight services STATEMENT OF QUALIFICATIONS RESPONSE FORMAT: The Statement of Qualifications is a presentation of the qualifications and experience of the prime firm's organization, their sub consultants and the key project staff that will be providing the services. It is the intent of the Town of Darien to have the majority of the design work performed by the prime firm and their own forces. At a minimum, the following shall be provided for the prime, each sub consultant, and proposed staff. A. GENERAL INFORMATION: 1. A Company overview, size, background, website address and primary point of contact. 2. Current and projected workload of the firm and your availability for our project. 3. Your understanding of the Great Island Project and your Design Approach (provide detail). 4. Description of any special or unique services your firm may provide applicable to this project. B. PROJECT TEAM EXPERIENCE 1. Project Organization Chart. 2. Project roles for each assigned team member. 3. Resumes of Key Personnel showing their relevant experience, licenses and certifications (limited to 2 pages each). 4. Extended Project Team information (including any sub-consultants anticipated, their roles and whether they have a prior working relationship with your firm). C. FIRM'S PROJECT EXPERIENCE AND TECHNICAL QUALIFICATIONS: 1. Provide, not more than, 5 case studies of your Company's most relevant (large public use parks, waterfront, open space, recreation, etc.) multi-disciplinary project experiences in scope and cost with an emphasis on the services similar or related to those listed in the Projected Scope of Services above. Project examples should highlight similarities in geography, topography and climate. Provide references for each of the projects. 2. Detail your experience preparing Master Plans for public agencies. 3. Detail your experience in conducting public outreach in communities similar to Darien in terms of population and community characteristics. 4. Advise us of how you have addressed and resolved challenges in meeting design budgets and schedules. 5. Advise us of your experience with brownfield sites and other ecological and wildlife impacts, and in regards to gaining regulatory approvals. D. FINANCIAL AND LEGAL QUALIFICATIONS: 1. Provide your insurance limits for General Liability, Excess Liability, Worker's Compensation, Automobile Liability and Errors and Omissions. 2. Provide audited Financial Statements for the past 2 years. 3. Address whether or not your firm has experienced any material adverse changes in your firms 'financial position, bankruptcies, failure to complete contracts or being debarred from bidding. 4. Confirm that no conflicts of interest exist between your firm or members of your firm and the Town of Darien or with other related projects. 5. 5andscape Architects, Engineers, and Surveyors shall be licensed to practice in the State of Connecticut. E. ADMINISTRATIVE NOTES: 1. Your RFQ submission must follow the format indicated above. Separate and identify each of the 4 major sections. 2. Following receipt of RFQ's, the Great Island Advisory Committee will evaluate each of the submittals which may result in follow-up questions. Finalists may be invited for interviews and a tour of the project site. Selected firms will then be requested to respond to a Request for Proposals. 3. The Town of Darien is not liable for any costs associated with preparing this RFQ and will be the final judge as to whether or not the responder is qualified to proceed further in this procurement process. 4. The anticipated form of contract with the successful Architect will be AIA C-103. The method of Contractor Selection has not been Determined at this time.
