General Requirements - FOB Destination - Warranty Information Required Award Requirements - Reserve Rights to Award by Line Item Bid opening will be held at 2:00PM, February 15th, 2024 at the Electric Utility Office, located at 150 S. 10th Street, Colton, California. These specifications cover electrical characteristics and mechanical features of single-phase, 60-hertz, 55oC temperature rise, oil-immersed, air-cooled (Class ONAN or KNAN), subsurface transformers for use on the City's high voltage (12470V), 3 phase, 3 wire Delta high side systems and low voltages of 120/240, or 240/480. The transformer, including all through-tank fittings, shall be designed for completely submerged operation. 2. STANDARDS Each transformer shall meet the applicable requirements of the latest edition of all pertinent NEMA Standards for Transformers and ANSI Standards for Transformers, Regulators, and Reactors, including: C57.12.00, General Requirements for Liquid-Immersed Distribution, Power, and Regulating Transformers C57.12.23, Standard for Transformers - Underground Type, Self-Cooled, Single Phase Distribution Transformers with Separable Insulated High-Voltage Connectors - High Voltage, 24,940 GrdY/14,400 V and Below; Low Voltage, 240/120 V; 167 kVA and Smaller. C57.12.32, Standard for Submersible Equipment - Enclosure Integrity C57.12.70, Terminal Markings and Connections for Distribution and Power Transformers C57.12.90, Test Code for Liquid Immersed Distribution, Power and Regulating Transformers Insofar as such standards do not conflict with the requirements of these specifications. In case of conflict, the latter shall govern. 3. INSTRUCTION NAMEPLATE a. A 316 stainless nameplate shall be permanently affixed to each transformer by the manufacturer with 316 stainless steel fasteners. The nameplate shall contain the information as per C57.12.00 Table 7 together with the internal connections diagram oriented with respect to the transformer terminations. b. The information shown on nameplate shall be that specified in Section 5.12 of ANSI Standard C57.12.00; the type of oil including the weight of the oil in the transformer and that the oil installed in the transformer at the time of manufacturer contains less than 1ppm PCBs together with the manufacturer's name and part number of primary bushings and secondary leads mounted on the transformer. c. The nameplate shall be mounted on the top of all subsurface transformers, in accordance with ANSI C57.12.23. d. Additional nameplates required for instructions or identification purposes (i.e. Dual Voltage Switch, taps, etc.) shall be made of 316 stainless steel. They shall be permanently affixed to the top of each transformer with 316 stainless steel fasteners.
