The Pennsylvania Game Commission (PGC) is soliciting electronic Bids to provide access road maintenance on State Game Lands (SGL) #111 Lower Turkeyfoot Township, Somerset County. When bidding, amount Bid should be in dollars and cents-no fractions of a cent will be accepted. Bidders should visit the project site to view and determine existing site conditions and constraints that must be considered in their proposal such as site access, road conditions, topography, proximity of utilities, existing infrastructure / structures, vegetation, and other conditions and features in the work area. Contact the PGC Regional Forester or Assistant Regional Forester for detailed directions to the site. Within 10 days after award of the purchase order, the Bidder to whom the Contract is awarded, shall provide Contract Performance Security and a Payment Bond in a form acceptable to the Commonwealth for the amounts listed below and in accordance with the Contract Terms and Conditions. A Performance Bond at one hundred percent (100%) of the contract amount, conditioned upon the faithful performance of the contract in accordance with the plans, specifications, and conditions of the contract. A Payment Bond in an amount equal to one hundred percent (100%) of the contract amount. The Contract shall commence upon delivery of Purchase Order to Contractor and shall terminate on June 30, 2024. Contract time is of the essence of the Project. All Work must be completed and accepted by this date. Contract or Purchase Order extensions will only be approved if the contractor can demonstrate more time is required through no fault of their own. The scope of the project generally includes grubbing, grading, drainage maintenance, road subbase maintenance, road resurfacing and related work on approximately 17,170 linear feet of access roadway. If the weather is unfit for a showing or the road is impassable due to snow, it will be up to the contractor to contact the Regional Forester above for more information about the road. No guarantees to see the road on show day. No make-up showing is scheduled. Contractors may use snowmobiles or UTVs to access the site on their own. Bidders shall be experienced and fully capable to perform the type and extent of Work required on this project. After Bids are opened, the PA Game Commission reserves the right to request the names and contact information from at least three (3) references for projects completed within the previous three (3) years that are similar in size and scope in order to verify experience and qualifications. Reference information shall include: Project Name, Description, and Final Cost; and Reference Name, Company, Address, and Phone No. Attached to the project listing in electronic format are this Bid Notice, Project Terms and Conditions, Specifications, and applicable Drawings / Details. These documents are all part of the electronic proposal. Bids must be submitted electronically using the SRM system and must be submitted by the Bid Opening date and time listed above. A bid guarantee or bond is not required. The Commonwealth reserves the right to reject any and all Bids, to waive technical defects in Bids and to accept or reject any part of the Bid deemed in the best interests of the Commonwealth. Except as otherwise provided by law, award will be made to the lowest responsible and responsive Bidder, and all Bidders will be advised of the Bid results. A Purchase Order will be generated at the time of award without further input from the successful Bidder. Awarded vendor will be sent a copy of this document and no work will be authorized until the vendor is in receipt of the Purchase Order. All vendors who conduct business with the Pennsylvania Game Commission must have a Vendor Number assigned to them in order to conduct business and receive payment from the Commonwealth.
