The scope of work for this project includes: 1. Visual evaluation 2. Preparation of report addressing: a. Current condition with emphasis on existing internal and external coatings. b. The presence and thickness of sediment at the bottom of the tank. c. Evaluation of the condition of the structural components of the storage tank, including any appurtenances such as ladders, platforms, handrails, vents and overflow piping. Any safety or variations from OSHA standards shall also be identified. d. Evaluation of the condition and operation of the insect screens, drain pipes, overflow pipe, and weir boxes shall also be observed and evaluated. Tank penetrations such as hatches, vents, and overflows shall be inspected to determine if they pose any threat to the sanitary conditions of the tank. e. Summarization of the conditions found. f. Cost estimates for recommended improvements to each tank on a separate sheet. 3. Prioritization of tanks requiring rehabilitation It is expected that an Offeror will spend approximately one day at each tank observing and collecting information for the tank condition assessment. It is up to an Offeror to determine the actual amount of time needed. A GCWW employee will be assigned to the project to assist the consultant with coordination and entry to the tanks and tank sites. An Offeror should be prepared for wet inspection to determine the condition of the interior of the tanks and the existing coatings using rafts, divers or ROVs. All work shall be performed in accordance with AWWA C652. GCWW will operate valves to isolate the tank while the inspection is performed inside the tank. Deliverables to GCWW shall be packaged in one condition assessment report but is to include a narrative report detailing the findings at each tank. The report shall also include photographic evidence and a general discussion of the conditions at each tank. General recommendations regarding the condition of the tank shall be made. The summary of the report shall include a ranking of all the tanks to determine which tank needs to receive corrective action first. A narrative discussion shall accompany the summary that describes the system used in the ranking process. An Offeror shall budget for two meetings, each with duration of 2 hours, to be held with an Offeror and GCWW personnel to discuss the findings. One meeting will be held to review the draft report and another meeting will be held once the final report is completed. GCWW will use the condition assessment report as the basis for prioritizing and directing future capital and maintenance projects. Questions received after the designated period may not be considered. Any response made by the City will be provided in writing via Addendum. Offerors are strictly prohibited from contacting any other City employees or any third-party representatives of the City on any matter having to do with this RFP. All communications regarding this RFP must be made to the City's contact person, or any other City representatives designated by the Chief Procurement Officer in writing.
