Site work and new construction of a multi-residential development in El Paso, Texas. Completed plans call for the construction of a 32,239-square-foot, two-story above grade, 40-unit multi-residential development; and for site work for a multi-residential development.

The characteristics of this project will require a high degree of cooperation and coordination between HOME and the DB Team. The DB Team's scope of services and work will include the Planning, Design, Engineering, Permitting and Construction of the site work, facilities, parking, roadways, and related improvements for the Project, including but not limited to all architect, engineering, construction, and other services necessary for the successful development, execution, and completion of the Project. The scope of services and work generally described herein will be defined in greater detail in the DB Agreement. The Housing Opportunity Management Enterprises (HOME) is issuing this Request for Qualifications (RFQ) from interested Design-Build (DB) Teams to design and construct the Chai Manor Apartment Complex. A 40-Unit Housing Development as Design-Build Turn-Key projects, herein referred to as the Project. The 40-Unit Apartment Complex is planned to be Elderly set-aside Housing with the following: General Scope of Work: The scope of work of the project includes one two-story building with 40 units, community center, lobby, mechanical room, electrical room, elevator, and community patio. The building will be TAS / ADA compliant including five percent (5%) of units to be accessible and two percent (2%) audio-visual impaired on site. Interior work consists of all interior finishes for walls, ceilings, and floors. fire rating tenant separation or smoke barrier in attic up to the deck as required per IBC codes and sound attenuation assemblies as per plans and specifications. New kitchen cabinets, countertops, and kitchen appliances. Mechanical work will include new HVAC systems with associated ductwork. plumbing work will include new PEX systems (or similar following substitution procedures) and plumbing fixtures including closets and mechanical closets. Electrical work will include new wiring for power and fixtures. Exterior work will include roofing, energy star windows, exterior doors, and hardware. Site work will encompass site preparation, drainage structures, landscaping and irrigation, open spaces, site utilities, parking areas with new asphalt, and overlay other areas as shown on plans and specifications. HOME will serve as the Program Manager (PM) for this Project. The selected DB Team will cooperate with the PM to deliver the Project. Design and construction of the Project shall be completed using the Design-Build Method of procurement in accordance with Section 2269 Subchapter G of the Texas Government Code. These related design and construction services shall require a scope of service to be performed by a single, qualified, and independent DB Team. The successful DB Team, which will be determined following subsequent interviews of a maximum of five (5) respondents who will be chosen ("short-listed") Pursuant to Section 2269.307 of the Texas Government Code. Selection of the successful DB Team will be determined based upon the evaluation criteria for selection set forth below in Section III and IV of this RFQ. Respondents shall submit within their Statement of Qualifications (SOQ) to this RFQ, certification to HOME that each architect or engineer that is a member of the DB Team/team was selected based on demonstrated competence and qualifications, in the manner provided by Section 2254 of the Texas Government Code Housing Opportunity Management Enterprises (HOME) is one of the largest public housing agencies in the USA, providing quality affordable housing for about 40,000 residents including some of the higher poverty neighborhoods in the country. HOME utilizes a variety of assistance programs including public housing and Section 8 from the US Department of Housing and Urban Development (HUD), Texas Low Income Housing Tax Credits, and mixed-finance programs. HOMEs goal is to make a real difference to the El Paso community with the creation of environmentally sustainable affordable homes which offer a high quality of life for residents. We intend to aim high with bold, innovative, and exciting housing designs. Teams interested in the above project shall submit a Statement of Qualifications to address the SOQ criteria. The SOQ shall be a maximum length of forty (40) pages single sided, or twenty (20) pages double sided, of at least 11-point font, including a cover letter and organizational chart. Resumes for each key team member shall be limited to a maximum length of one (1) page, single sided, and should be attached as an appendix to the SOQ. Resumes will not count against the page limit. All prospective Design-Build Teams shall comply with the requirements specified on this RFQ. The qualifications were set by the Selection Committee. Please be advised that the following criteria will be strictly enforced and that failure to comply will be grounds for disqualification: Receipt of submittal by the specified cut-off date, time, and place. Type of file of the submittal specified. Only email submittals will be accepted. Adherence to the maximum page criterion is critical. Each page side (maximum of 8 1/2 " by 11") with criteria information will be counted. Pages that have project photos, charts, and graphs will be counted towards the maximum number of pages. HOME reserves the right to accept or reject SOQs that exceed the maximum page limit. The anticipated Project Budget is: Six Million Dollars ($6,000,000).
