Blue Ridge Behavioral Healthcare, a Virginia Community Services Board, "BRBH/The Agency" is soliciting sealed bids from qualified professionals for the 100% renovation of 3517 Brandon Avenue, Roanoke, VA 24018, a commercial building comprising approximately 46,000 sf. Blue Ridge Behavioral Healthcare reserves the right to reject any and all bids and to accept the bid that it deems to be in the best interest of the agency. The purpose of this Request for Proposal (RFP) is the procurement of professional services to assist in the planning for the renovation of 3517 Brandon Avenue, Roanoke, VA 24018. This facility consists of approximately 46,000 square feet of space, with 33,000 square feet on the first floor, and 13,000 square feet on the second. SCOPE OF SERVICES It is the intention of this Request for Proposal (RFP) to provide and obtain Architectural and Engineering Services for the agencys Brandon Avenue facility. Such services shall encompass the furnishing of adequate and appropriate labor, materials, supplies, equipment, and supervision for the performance of the projected work. A. Meet with BRBH staff to compile the needs of programs relocating to the new space. This effort will include making recommendations for the proximity of programs (which programs are close to each other) and overall client and staff flow of operations. B. Preliminary drawings will be proposed and shared with BRBH team. The preliminary drawings will be used to create: a. Necessary demolition drawings based on preliminary drawings. b. Develop a phased renovation plan where the renovation is broken into 3-5 phases. c. The first phase will follow steps involved in items C-D. Before beginning subsequent phases, there will be a meeting with BRBH staff to assess if any changes need to be made and determine impact of making those changes. C. The Vendor will prepare and submit all forms and information to comply with necessary zoning regulations. D. Construction drawings of 30, 50, and 90, and 100 percent permit ready drawings necessary for the renovations at the facility. This process will be repeated for each phase of this project as outlined in B. An expected timeline for presentation of these drawings is required. BRBH will need guidance on how to navigate this process in the phased approach outlined in step B. E. Time should be built into the response by the Vendor for data collection efforts to learn BRBH needs and vision. Evaluation of services and teams is required to determine the best space needs. This includes the best layouts and design sets based on this information. Space should be maximized. F. BRBH selected vendors will be completing information and technology infrastructure, data wiring, audiovisual, security, and furniture installation components of the project. The Vendor shall coordinate with these vendors and provide plan information as needed. Architectural & Engineering Services RFP# 24-0119 Page 3 G. The Vendor will discuss with Vendor ideas concerning factors that will contribute to and support the success of the project. This discussion will include present and future goals, identity, budget, schedule, review and approval process, key areas of concern, and any other pertinent issues. H. Project Schedule: The Vendor will prepare a schedule for all aspects of the project indicating activities, phases, presentations, and decisions and approvals required. This schedule will be limited in scope to completing the drawings for the first phase of this project. We welcome discussion on timelines for subsequent phases, but that is not necessary. I. Space Measurement: The Vendor shall measure the space to confirm the actual usable square footage.
