Proposals shall be placed in a sealed envelope with the following clearly marked on the front of the envelope: Proposer's Name and Address Request for Proposal for Landfill leachate Line Cleaning and Video Inspection Date and Time of bid opening. Proposals that are mailed using regular mail must be received in the regular Highway Department mail prior to the time of the bid opening. Proposals received after this time will not be opened and will be returned to the bidder. Such proposals shall not be considered. The Cortland County Department of Solid Waste desires to procure line cleaning and video inspection services for leachate conveyance system at the County's landfill located at 4708 Town Line Rd., NY, 13101. The contracted line cleaning and video inspections are part of the Department's annual and biennial maintenance requirements. Contractor is responsible to clean and inspect up to 7,000 lineal feet of leachate collection and delivery lines. All leachate lines to be cleaned are greater than three (3) inches in diameter and the sanitary force main lines are six (6) inches and (8) inches in diameter. The inspection video required shall be saved in a digital/multimedia format and provided to the Cortland County Solid Waste for records and review. The contractor shall utilize water blasting equipment (lancing/laser jetting) and vacuum trucks to clean blockages and debris from the leachate collection and delivery system. All liquid and solid materials collected shall be disposed of onsite.
