Site work and new construction of a pre-engineered storage facility in Spotsylvania, Virginia. Design plans call for the construction of a pre-engineered storage facility; and for site work for a pre-engineered storage facility.

This project includes multiple phases of design and construction for long-term expansion of Crossroads MSF to accommodate train consists, locomotives, and spare equipment required to provide the level of service contemplated in the Transforming Rail in Virginia Phase II service plan for Fredericksburg Line service. This includes an AEW building, warehouse expansion, additional storage tracks, electrical yard expansion, new pond, and pole barn building. Work on this phase is coordinated with the Crossroads Employee Parking project and will be undertaken in multiple phases, which may eventually be broken off into separate projects. Project is included in the FY2025 budget. As of March 24, 2026, this project is in the design phase. Bidding is expected in late 2026 or early 2027. *Project information has been obtained through a public capital improvement plan (CIP). A CIP is a financial schedule for short- and long-range projects which is updated regularly. Information listed in the CIP often evolves based on funding availability and the project details, including timeline and value, are subject to change.
