The area boundaries, as defined in the Tax Increment Financing Master Plan, include numerous new apartment buildings, and the Prosser Public Library, which is currently being completely rebuilt. The Town would like to leverage these important developments to attract and retain commercial businesses, including but not limited to restaurants, retail stores, and entertainment facilities. The Town would like to adopt a plan which will include economic incentives for new businesses and redevelopment of existing properties. In addition to economic policies and incentives, the plan should also include conceptual plans and designs for redevelopment of the Town Center area. These plans should address public parking areas, enhanced pedestrian access, enhanced public transit connectivity (bus shelters, additional bus stops, etc.), landscaping, and designs for the enhancement of public parks and greens in the boundaries of the district. This list is not exhaustive, and Bloomfield is looking for innovative and transformational ideas. In general, the Plan shall contain all statutory requirements associated with a municipal development plan, and other items such as, but not limited to: Community survey with acceptable level of statistical accuracy. Population and demographics analysis and projections of the Town Center area. Transportation system recommendations including for roads, sidewalks, multi-purpose trails, public transit, shared and community parking facilities, and other public ways. Low impact development strategies for the Town Center. Economic development goals, and strategies as to how to achieve those goals. Analysis of the Bloomfield Center District Zoning Regulations to determine amendments which will encourage and facilitate development. Analysis of lots in the Town Center to determine lots that are un- or under-utilized, and recommendations for improvements to those lots. These recommendations shall include build-out analysis, concept plans, and zoning reviews.
