The City is interested in obtaining statements of qualification from firms that can provide a feasibility study and market analysis for a new convention center for the City of Del Rio. All statements of qualifications received after this time will not be accepted and will be returned unopened. The received statements of qualifications will be reviewed by a committee consisting of City of Del Rio employees. It is the responsibility of the submitter to ensure their statement of qualification is received by the City of Del Rio City Secretary's Office by the due date and time. Submittals received after the deadline shall be considered void and unacceptable. The City of Del Rio reserves the right to reject any and all submittals, to waive any informalities or irregularities, as it shall deem to be in the best interest of the City. Any questions concerning specifics should be addressed to Luis Menchaca, Purchasing Agent via e-mail at Luis.Menchaca@cityofdelrio.com no later than February 12, 2024, at 5:00 PM CST. Submittals cannot be altered or amended after the submission deadline. Any interlineation, alteration, or erasure made before opening by the City must be initialed by the signer of the proposal, guaranteeing authenticity. Selected firm will conduct a feasibility study and market analysis to determine whether the City of Del Rio can support a new convention center. The feasibility study and market analysis should provide the City of Del Rio with an assessment on the demand for a convention center in our area. The study should determine what would be the optimal size and configuration of the convention center based on available infrastructure, accessibility, and compatibility with the surrounding areas. The study should also determine optimal location choices for the convention center and list what would be the pros and the cons for each option. Study should determine what other amenities would be needed to optimize the use of the center. Factors such as the number of events, conferences, and exhibitions that could potentially be hosted should be included based on the demographics in the area. The feasibility study and market analysis should study the potential economic impact a convention center would have in the area and review the current trends in the convention and event industry. The analysis should review the convention, conference, cultural, and performing arts markets and identify the characteristics necessary for the City of Del Rio to effectively compete in those markets. Finally, the study should include the estimated construction costs and operating revenue and expenses of a convention center of the recommended size. Consultant will provide an analysis of the convention, conference, cultural, and performing arts markets and identify the characteristics necessary for the City of Del Rio to effectively compete in those markets. The tasks conducted will identify issues related to this competitive environment and illustrate local, regional, national and global trends related to supply and demand, event needs, and destination requirements including an analysis of the hotel market. Provide with an estimate of approximate number of events and include what type of events would be held annually at the convention center. Provide estimated amount of annual attendees per event type. Provide a summary of other facilities in the market that the new convention center would be directly in competition with. Describe what potential impact the new convention center would have in those facilities. Include utilization rate and capacity of competing facilities. Determine any challenges, issues, and constraints in developing a new convention center.
