The governing board ("Board") of the Santa Ana Unified School District (District or Owner) will receive sealed bids for the following project, (Project or Contract): Project: Santa Ana High School Roofing project Bid Package: #01 Roofing Remove Owner identified equipment and conduit Install walkpads from roof hatch to and surrounding serviceable equipment Install new coping Install new roof hatch, ladder up, and hatch safety railing Install tapered insulation to provide slope to drain Raise low curbs and penetrations to accomodate tapered insulation Install new scuppers and a clad metal box drain Remove Owner identified equipmentand conduit Install walkpads surrounding and connecting all serviceable equipment Install new clad metal scuppers Install new roofhatch, ladder up, and safely railing. Location- 520 W Walnut St Santa Ana, CA 92701 The Project is subject to the Community Workforce Agreement for Construction, Repair, Upgrade, Renovation, Modernization, Expansion, Rehabilitation and Improvement Work Projects dated June 27, 2017 entered into between the District and various labor unions (the CWA). The successful bidder and its subcontractors will be required by the District to be bound by the terms of the CWA section 00 73 49. Any claim by a bidder of error in its bid must be made in compliance with section 5100 et seq. of the Public Contract Code. Any bid that is submitted after this time shall be non-responsive and returned to the bidder. The documents include the plans and specifications pursuant to which the Project is to be constructed and upon which the bidders are to base their bids. The following contractors and subcontractors must be prequalified prior to bidding on this Project: All Prime Contractor Bidders, per Public Contract Code Section 20111.6; with the following license classifications: A, B, C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, and/or C46. Mechanical, electrical, or plumbing Subcontractors performing work under the following license classifications: C-4, C-7, C-10, C-16, C-20, C-34, C-36, C-38, C-42, C-43, and/or C-46. Prequalification is required for all contractors and subcontractors listed above, even if the amount of work or labor is not in excess of one-half of one percent (.5%) of the Bidders total bid. All prequalification questionnaires will be received until February 13, 2024. Any contractor that has prequalified on a District project within the past twelve (12) months may be able to satisfy the prequalification requirements for this project. To become prequalified, applications must be submitted online. To bid on this Project, the Bidder isrequired to possess one or more of the following State of California Contractor Licenses: BP 01 Roofing C-39 The Bidder's license(s) must be active and in good standing at the time of the bid opening and must remain so throughout the term of the Contract. All bids shall be on the form provided by the District. Each bid must conform and be responsive to all pertinent Contract Documents, including, but not limited to, the Instructions to Bidders. The District shall award the Contract, if it awards it at all, to the lowest responsive responsible bidder based on: The Base Bid Amount Only. All questions regarding the Contract Documents are to be directed in writing to the District. All prepbid request for information/clarification questions will be received until 4:00 PM on February 14, 2024. Questions or inquiries can be sent via e-mail to construction@sausd.us As security for its bid, each bidder shall provide with its bid form A bid bond issued by an admitted surety insurer on the form provided by the District, Cash, or A cashier's check or a certified check, drawn to the order of the Santa Ana Unified School District, in the amount of ten percent (10%) of the total bid price. This bid security shall be a guarantee that the Bidder shall, within seven (7) calendar days after the date of the Notice of Award, enter into a contract with the District for the performance of the services as stipulated in the bid. he successful Bidder may substitute securities for any monies withheld by the District to ensure performance under the Contract, in accordance with the provisions of section 22300 of the Public Contract Code. The successful Bidder and its subcontractors shall pay all workers on the Project not less than the general prevailing rate of per diem wages and the general prevailing rate for holiday and overtime work as determined by the Director of the Department of Industrial Relations, State of California, for the type of work performed and the locality in which the work is to be performed within the boundaries of the District, pursuant to sections 1770 et seq. of the California Labor Code. Prevailing wage rates are available from the District or on the Internet. Bidders and Bidders' subcontractors shall comply with the registration and qualification requirements pursuant to sections 1725.5 and 1771.1 of the California Labor Code. The District's Board has found and determined that specific item(s) shall be used on this Project based on the purpose(s) indicated in Public Contract Code section 3400(c). A full list of those items can be found online. The District's Board reserves the right to reject any and all bids and/or waive any irregularity in any bid received. If the District awards the Contract, the security of unsuccessful bidder(s) shall be returned within sixty (60) days from the time the award is made. Unless otherwise required by law, no bidder may withdraw its bid for ninety (90) days after the date of the bid opening, the security of unsuccessful bidder(s) shall be returned within sixty (60) days from the time the award is made. Unless otherwise required by law, no bidder may withdraw its bid for ninety (90) days after the date of the bid opening District must receive any request for product substitution a minimum of TEN (10) calendar days prior to the date of bid opening. DVBE (3%) Notice to Proceed: April 12, 2024 Start Construction: May 31, 2024 Construction Completion: July 15, 2024 Closeout Completion: August 15, 2024 Retention Release: 35 days after filing the Notice of Completion
