Scope of Work: To provide all material, labour and equipment necessary to perform Environmental Consulting Services on an "as required" basis for pipeline and facility projects. This work includes but is not limited to internal project screening, environmental field studies and surveys, gov't. regulatory submissions and project monitoring and inspection, drilling waste management. Internal project screening is typically completed through desktop reviews and provides a snapshot of environmental, heritage and social sensitivities and resources. These services are typically required for larger or sensitive projects during initial project screening. In some instances, shorter projects may also require internal screenings. Environmental field studies and biophysical surveys will be employed by SaskEnergy, where deemed appropriate, or required, as part of internal project screening or regulatory submissions. SaskEnergy will also require services to prepare regulatory submissions for review by governments pursuant to established regulatory review processes and industry best management practices. Project screening, field studies, and regulatory submissions are intended to identify environmental, social, cultural, and heritage concerns which may be associated with a project to avoid impacts early in the planning process, and to establish related protection measures and procedures to fulfill regulatory requirements and protect valued components. Archaeological/heritage services required by SaskEnergy include heritage resource impact assessments, heritage monitoring, and post impact heritage resource impact assessments. During construction and/or operational activities for gas lines and facilities, where deemed appropriate or required, SaskEnergy will also utilize environmental and/or archaeological/heritage monitoring/inspection services. SaskEnergy will occasionally require drilling waste management planning and associated regulatory engagement for projects with larger horizontal directional drills. Mandatory Requirement: 1. A minimum of three (3) years' experience related to work in the midstream pipeline sector and/or the public utilities sector (energy). 2. Experience within the last three (3) years working with Saskatchewan provincial regulators relating to pipeline operations and construction. SaskEnergy may, in its sole discretion, reject the proposal if the proponent, or any member of the proponent, is currently engaged in a dispute with SaskEnergy involving mediation, arbitration or litigation.
