Site work and renovation of a civil project in Decatur, Illinois. Completed plans call for the renovation of a water / sewer project; and for site work for a water / sewer project.
The proposed project herein specified and described includes the following work: The Chemical Feed Upgrades project includes improvements to the following chemical feed systems at the South WTP: lime, chlorine gas, chlorine dioxide, cationic polymer, powdered activated carbon slurry, sodium bisulfite, polyphosphate, sodium hydroxide, and fluoride. For lime the base bid includes replacing existing equipment with four new high density hydrated lime feed systems with control panels. Alternate bid includes replacing existing equipment with four new pebble lime slaker feed system with control panels. Existing bulk storage liquid gas feed system will be replaced with a new bulk storage vacuum gas feed system. All chlorine gas PVC piping will be replaced with new PE piping. Adding a new chlorine dioxide generator to match the existing one to remain for one duty / one stand-by operation. Replacement of existing roto-dips system with three new peristaltic tube pumps for feeding powdered activated carbon. Replacement of existing metering pumps and piping for polyphosphate, sodium hydroxide, sodium bisulfite, fluoride, and cationic polymer. The Bulk Water Upgrades project includes structural, electrical, plumbing, mechanical, exterior concrete and control upgrades to the existing bulk water dispensing station. A separate date for substantial completion of the Bulk Water Upgrades has been specified. No interpretation of the meaning of the plans, specifications or other pre-bid documents will be made to any Bidder orally. Every request for such interpretation should be in writing emailed to capitalprojects@decaturil.gov and to be given consideration must be received at least five (5) days prior to the date fixed for the opening of bids. Any and all such interpretations and any supplemental instruction will be in the form of written addenda to the Contract Documents which, if issued, the addenda will be posted on Decatur Blue Prints website at www.Decaturblue.com and notification will be e-mailed to all project plan holders, not later than three (3) calendar days prior to the date fixed for the opening of bids. Failure of any Bidder to receive any such addendum or interpretation shall not relieve such Bidder from any obligation under their bid as submitted. All addenda so issued shall become part of the Contract Documents. It shall be the responsibility of each Prospective Bidder to verify that each addendum has been received applicable to the project. The Contractor Shall at All Times During the Term of This Contract Pay the Applicable Prevailing Wage for Macon County for the Month During Which the Work is Performed, as Determined by the Illinois Department of Labor. Before the Contractor and Any Subcontractor Commences Work, the Contractor and Any Subcontractor Shall Have in Place a Written Substance Abuse Prevention Program for the Prevention of Substance Abuse Among Its Employees Which Meets or Exceeds the Requirements in P. A. 95-0635 or Shall Have a Collective Bargaining Agreement in Effect Dealing with the Subject Matter of P. A. 95-0635. Following Minority Participation Goals for Public Works Contracts Are in Effect for This Contract: (1) Ten (10) Percent (%) of the Total Dollar Amount of the Contract Should Be Performed by Minority Business Enterprises if Subcontracting Opportunities Are Available and/or Ten (10) Percent (%) of the Total Dollar Amount of the Contract Should Be for the Purchase of Goods, Material and Equipment to Minority Business Enterprises. The Council of the City of Decatur, Illinois, Reserves the Right to Accept, Renegotiate or Reject Any or All Proposals and to Waive Any Variance from the Requirements of the Instructions for Bidders. At the Discretion of the Council, Required Items May Be Submitted After the Bid Opening if There is Sufficient Compliance with Instructions at the Time of the Bid Opening to Permit the City to Determine the Price Bid.
