The City of Oxnard (City) is requesting proposals from experienced consulting engineering firms to prepare ASCE 41 Tier 1 and 2 Seismic Evaluations for the Oxnard Carnegie Art Museum. July 26, 2024 Final day for Questions submitted through online This work includes performance of Tier 1 and Tier 2 of ASCE 41 assessment of the existing Carnegie Art Museum building. The assessments will follow the instructions for each assessment as defined in the current version of ASCE 41 Seismic Evaluation and Retrofit of Existing Buildings. The purpose of the Tier 1, screening, portion of the study is to establish a probable level of damage during a seismic event and possible deficiencies in the existing structure. Developing an understanding of the structures current life-safety level of protection will provide the City with the ability to mitigate life-safety and potential economic loss in the likelihood of a large seismic event. The purpose of the Tier 2, Deficiency-Based Evaluation and Retrofit portion of the study is to provide additional analysis and evaluation of all the potential deficiencies identified in the Tier 1 screening (denoted by either Noncompliant or Unknown responses in the Tier 1 checklists). The additional analysis and evaluation of each potential deficiency shall be sufficient to either confirm the deficiency or demonstrate the adequacy of the structure as it relates to the potential deficiency. The screening and evaluation is intended to identify the existing seismic strength of the building, produce a concept level strengthening recommendation as well as a cost estimate of the strengthening efforts that will serve as basis for decisions related to the future improvements of and increase the long-term reliability and functionality while preserving the national historic values of the building over the time. Proposal Presentation: 1. Complete proposals shall include two (2) separate documents: technical proposal and fee proposal. 2. Technical proposals must be submitted electronically via PublicPurchase.com (see RFP Terms and Conditions for details) and formatted for 8 1/2 " x 11" sheets of paper, neatly typed, with standard (1 inch) margins, and single-spaced with headings, sections, and sub-sections identified appropriately. The font must be at least 11 pt. Each page, including attachments, must be clearly and consecutively numbered at the bottom center of each page. 3. The technical proposal must be divided into three (3) sections (and appendices) with references to parts of this RFP done on a section number and sub-section basis. The proposal shall be limited to 25 pages, not including resumes of key personnel. 4. The fee proposal shall be submitted separately from the technical proposal and include one (1) sealed hardcopy and one (1) electronic version (PDF or MS Word format) 5. The separate and sealed fee proposal must be in a separate envelope, stating the following on the outside: Business/Company Name Address Telephone Number Project Title Proposal Deadline Proposal Format Proposing firms must provide this information in the following format: Proposal Cover Page The outline below is to be used as the cover page for the proposal.
