Renovation of a detention facility in Saint Albans, Vermont. Completed plans call for the renovation of a detention facility.

Contractors are invited to bid on the Northwest State Correctional Facility (NWSCF) Roof Replacement for Buildings and General Services at 3649 Lower Newton Road in St. Albans, Vermont. This project consists of, but is not limited to: Remove existing roofing, insulation, and other parts of existing roof assembly down to structural deck where indicated on plans. Replace with new insulation and roofing to meet current energy code. Remove and re-install razor wire as required to perform roof replacement. The scope of work also includes repairs to various other portions of the facility as follows: Repair of party wall at the administration wing, replacement of roof on the generator building, replace leaking roof panel at the print shop & repair water damaged materials, and replace damaged roof accessories at the hedge house. Coordinate all work with the Department of Corrections (DOC) to ensure facility safety and security at all times. QUESTION AND ANSWER PERIOD: Any vendor requiring clarification of any section of this RFP or wishing to comment or take exception to any requirements of the RFP must submit specific questions in writing to BGS.OPCVendorDocs@vermont.gov no later than 4:30 PM on March 6, 2024. All questions should include Northwest State Correctional Facility (NWSCF) Roof Replacement Project in the subject line. Any comments, questions, or exceptions not raised in writing on or before the last day of the question period are waived. At the close of the question period a copy of all questions or comments and the State's responses will be posted at online This project is being funded, in whole or in part, through the American Rescue Plan Act (ARPA) funds and/or Vermont Capital Construction Act funds. Wages for construction employees shall be paid no less than the Vermont Prevailing Wage and Fringe Benefit Rate requirements (reference Instructions to Bidders, Prevailing Wage Rate Requirements). Bids must be received by the State by the due date specified on the front page of this RFP. Late bids will not be considered. i. The State may, for cause, issue an addendum to change the date and/or time when bids are due. If a change is made, the State will inform all bidders by posting it on the webpage indicated on the front page of this RFP. Bids must consist of a single email with a single, digitally searchable PDF attachment containing all components of the bid. Multiple emails and/or multiple attachments will not be accepted. There is an attachment size limit of 40 MB. It is the Bidder's responsibility to compress the PDF file containing its bid if necessary, in order to meet this size limitation. iii. FAX BIDS: Faxed bids will not be accepted. iv. PAPER FORMAT: Paper format bids will not be accepted. Full Bonding is required for this job.
