Site work for a mixed-use development in Lompoc, California. Completed plans call for site work for a playground / park / athletic field; and sidewalk / parking lot.

PROJECT DESCRIPTION The City of Lompoc is looking for qualified applicants to furnish all labor, materials, equipment, tools, and services to remove existing playground equipment, Pour-in-place, PCC sidewalks around existing playground and fitness area, and to install new play equipment, fitness equipment, Pour-in place, ADA compliant concrete walkway, and if necessary to locate or relocate irrigation lines. Playground and Fitness area equipment is being supplied by the City. The City will also provide inground benches and trash receptacles. Equipment is to be delivered to park location, so storage containers may be needed. These should be provided by the bidder. The City of Lompoc is located where California Hwy 1 and Hwy 246 meet. Fifty-five miles Northwest of Santa Barbara and ten miles Southeast of Vandenberg Air Force Base. Rolling hills surround the Lompoc Valley in the north, south, and east. The Pacific Ocean is 9 miles to the west. The Santa Ynez River (dry most of the year) runs east to west through the valley. A chaparral forest with sandy soil, named Burton Mesa, runs to the north. Lompoc weather is broadly defined as a cool Mediterranean climate that is typical to most coastal areas in Southern California. In Lompoc, the summers are short, comfortable, dry, and mostly clear and the winters are cold, wet, windy, and partly cloudy. Over the course of the year, the temperature typically varies from 40F to 72F and is rarely below 32F or above 82F. The City of Lompoc Parks and Recreation Division is soliciting proposals from qualified bidders to , construct and install new playground and fitness equipment supplied by the City at Pioneer Park located at 1209 East Pine Avenue in Lompoc CA. Also remove and replace existing sidewalk surrounding the play areas, per the requirements of the solicitation contained herein. SCOPE OF WORK 1. All tasks identified below as part of this proposal are to be completed by the selected Contractor. a. Demo and remove existing playground equipment and PCC footing. b. Excavate and remove +/- 5035 sf of existing pour-in-place (pip) surface to a depth of 3.5". c. Excavate and remove +/- 805 sf of existing material for fitness area to a depth of 7.5" and relocate any irrigation as required. d. Remove +/- 3,650 sf of existing PCC sidewalk around existing playground and proposed fitness area and replace per city std. Dwg. 614 (see attachment). Width of sidewalk shall be a minimum of 4' with various widths. e. Fitness area - provide and install +/-110 LF of concrete curb per city standard - Dwg. 602 (see attachment) curb only with two horizontal #4 rebar. f. Install new city provided playground and fitness equipment, in ground benches and trash receptacles. Installer for equipment shall possess A, B, C-61 with D34 license, preferred D12 license for the PIP and be CPSI (certified playground safety inspector) certified and preferred GameTime certified installers. g. Fitness area - provide and install +/- 805 sf of class 2 base at a depth of 4". Base to be compacted at 90%. Subgrade to be compacted at a depth of 6" to 90%. Remove existing tree stump and roots, grade and remove excess soil, and place sod. h. Playground - compact existing subgrade to 90% at a depth of 6". Additional class-2 base may be required to make grade. i. Provide and install +/-5840 sf of pip, 50/50 standard color aromatic with minor wave design at 8' CFH for both playground and fitness areas. Installer shall possess a C-61 license and be CPSI (certified playground safety inspector) certified. j. All scope of work shall include mobilization, offload onsite and/or pick up delivered playground and fitness equipment from parks at 1300 w. Laurel avenue. And temporary fencing. k. New PCC sidewalk per city std. Dwg. 614 (attached) l. All irrigation shall be located and relocated as necessary per park maintenance approval. m. Contractor shall warranty and guarantee all workmanship for 1 year after final acceptance. Bid Bond: All bids shall be accompanied by cash, a money order, or a cashier's certified check, payable to the order of the City, amounting to ten percent (10%) of the bid, or by a bond in said amount and payable to said City, signed by the bidder and a corporate surety, or by the bidder and two sureties who shall justify before any officer competent to administer oaths, in double said amount over and above all statutory exemption. b. Performance Bond: Successful bidder shall furnish within eight (8) consecutive calendar days after written Notice of Award, a Performance Bond in an amount equal to one hundred percent (100%) of the total amount of the contract. In the event the bidder to whom an award is made fails or refuses to perform under or to execute the contract, if required, within eight (8) calendar days from the date of receiving notification of award, the City may declare the bidder's bid deposit or bond forfeited as damages caused by the failure of the bidder to enter into the contract, and may award to the next lowest bidder, or may call for new bids. c. Labor and Materials Bond: Successful bidder shall furnish within eight (8) consecutive calendar days after written Notice of Award, a Labor and Materials Bond in an amount equal to one hundred percent (100%) of the total amount of the contract. LIQUIDATED DAMAGES. It is agreed by the parties to the contract that in case all the work called for under the contract in all parts and requirements is not finished or completed within the number of working days expressed in the contract, damage will be sustained by the City, and that it is and will be impracticable and extremely difficult to ascertain and determine the actual damage which the City will sustain in the event of and by reason of the delay; and it is therefore agreed that the Contractor will pay to the City, the sum of $250 per day, for each and every calendar days delay in finishing the work in excess of the number of working days prescribed above; and the Contractor agrees to pay the liquidated damages herein provided for, and further agrees that the City may deduct the amount thereof from any moneys due or that may become due the Contractor under the contract.
