PROJECT LOCATION: Seneca Bluffs Natural Habitat Park 1670 Seneca Street Buffalo, New York 14210 Project Summary: The Erie County Department of Public Works - Division of Buildings and Grounds (herein also referred to as "The County") in conjunction with the Erie County Department of Parks, Recreation & Forestry is seeking Qualification Statements for an Architectural and/or Engineering consultant to provide professional engineering services for the Seneca Bluffs Natural Habitat Park Green Infrastructure Parking Lot Project. The professional architecture/engineering services will be for the design, bid and award phases of the project, and construction administration services. A contract for construction inspection services may be progressed in the future. The design is to enhance the front end of the park by creating green infrastructure features that will work to minimize stormwater runoff and the spread of pollutants into the neighboring Buffalo River. Funding for the project is provided by the NYS Environmental Facilities Corporation Green Innovation Grant Program. Seneca Bluffs Natural Habitat Park is approximately 20 acres of natural habitat and passive use park land. Over 3,500 linear feet of shoreline has been restored and native vegetation installed to promote fish and wildlife habitat. A significant portion of the habitat park will remain green space with existing trails, gardens, native trees, plants and shrubbery throughout. This project will focus on the front of the park off Seneca Street, most specifically the parking lot area to provide green infrastructure improvements. The design should focus on at least these points: o Streetscape along Seneca Street with native trees, shrubs and plantings utilizing green infrastructure (GI) practices. Consider utilization of captured rain water to be reused on other portions of the site. o Incorporate permeable/green infrastructure surfaces in the parking area as well as adequate space for loading and unloading kayak or other non-motorized watercraft. o Rain gardens, pollinator gardens and/or meadows at the remaining stone parking lot and grass frontage areas with signage as appropriate to educate the public to habitat features. o Research any environmental and special concerns with the parking lot and its proximity to the Buffalo River Preliminary and Final Design will include but not be limited to: preparation of the design approval documents, topographic survey, evaluation of cost, identifying environmental factors and associated costs, soil borings/pavement cores and geotechnical report, basic condition survey of the existing drainage system (material, condition and size of pipes and/or structures, and current ADA Accessibility Guidelines. The selected consultant shall exhibit familiarity with State Historic Preservation (SHPO) approvals, State Environmental Quality Review (SEQR), including coordination of public input as needed, and NYS Department Environmental Conservation (NYSDEC) environmental compliance. The consultant is expected to provide all services for all disciplines (architectural, civil, structural, mechanical, electrical, plumbing, environmental, etc.) as it pertains to the scope of work at hand as a prime consultant with proposed subconsultants (as applicable) in full compliance with all the latest edition of the New York State Uniform Fire Prevention and Building Codes. Requests for Information Due: February 13, 2024 by 2:00 pm EST M/WBE & SDVOB Utilization Plan: A plan shall be submitted with this proposal stating how the firm intends to meet the following criteria: a. The County of Erie has Minority Business Enterprise (MBE), and Women's Business Enterprise (WBE) and SDVOB (Service-Disabled Veteran Owned Business) participation goals as stated in Section E "General Requirements". The County of Erie is committed to M/WBE as well as SDVOB goals and a good faith effort is expected to be put forth to achieve these goals. Indicate the names of all proposed sub-consultant(s), and state if they are a Minority Business Enterprise (MBE) or Women Business Enterprise (WBE) or a Service-Disabled Veteran Owned Business. For those firms proposed to be utilized as M/WBE & SDVOB firms on this particular project, indicate the percentage of the total value of the contract that all MBE's, WBE's and SDVOB's are proposed to be awarded. Contract amounts are not to be disclosed in the Qualifications. Certified Minority Business Enterprise/ Women's Business Enterprise (MBE/WBE) proposers should include the Erie County MBE/WBE Certification letter with their proposal. b. Proposers who operate a Veteran-Owned Business should include the letter indicating their company is 51% or more veteran-owned with their proposal.
