The work under this Contract will consist generally of the following: The construction of approximately +- 13,220 LF of 8" C900 Class 150 PVC water main, +- 8, 8" mechanical joint ductile iron gate valves, +- 24, 3-way fire hydrant assemblies, +- 3 connections to existing water mains, +- 250 SY concrete removal and replacement, erosion control and all appurtenances necessary for a complete job. Bid shall be submitted on Bid Proposal Forms furnished for that purpose, in accordance with the Contract Documents and the Plans and Specifications which are on file and may be reviewed at the office of the mayor and the office of Hofstadter and Associates, Inc., Consulting Engineers, 4571 Arkwright Road, Macon, Georgia 31210. No bid will be considered unless sealed and filed with the City of Forsyth prior to the time set forth above, and accompanied by a Bidder's Bond, payable to the City of Forsyth, Georgia, for 10 percent of the amount of the bid; to be forfeited as liquidated damages in the event that the bid be accepted and the bidder fail to enter promptly into a written contract and furnish the required Payment Bond and Performance Bond and Insurance Certificates. Bids arriving after the designated time will be returned unopened. This project is covered under the requirements of Section 3 of the HUD Act of 1968. The Policy requires that contracting opportunities should be posted or advertised in a minimum of three locations. No bids shall be withdrawn for a period of 60 days after the opening of bids. The City of Forsyth reserves the right to reject any or all bids and to overlook and/or disregard informalities or irregularities in the proposals. Build America, Buy America (BABA) Contract Clause All requirements of the Build America, Buy America (BABA) Act, 41 USC 8301 note, and all applicable rules and notices, as may be amended, shall be complied with if applicable to the infrastructure project. Pursuant to HUD's Notice, "Public Interest Phased Implementation Waiver for FY 2022 and 2023 of Build America, Buy America Provisions as Applied to Recipients of HUD Federal Financial Assistance" (88 FR 17001), any funds obligated by HUD on or after the applicable listed effective dates, are subject to BABA requirements, unless excepted by a waiver.
