Site work for a civil project in Hoboken, New Jersey. Completed plans call for site work for a water / sewer project.
The Project consists of the installation of a new precast doghouse valve chamber and installation of two (2) 14-inch insertion valves on the existing Port Imperial force mains, as well as excavation of 3 access pits for blockage removals and repairs on the existing 12" siphon pipe at the NHSA's Adams Street Wastewater Treatment Plant in Hoboken, New Jersey. The project also includes installation of a 24" gate valve and activation of the Park Avenue Siphon Access Chamber in Weehawken, New Jersey. The work also consists of installation of helical piles, a cast-in-place reinforced concrete base slab, rerouting conflicting utilities, excavation and disposal of excavated material, pavement restoration, and all other associated work. Question Deadline 02/21/2024 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Questions received less than seven days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or cla Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. If the Contract is awarded, no refunds will be given. If for any reason the Contract is not awarded, refunds will be made to bidders pursuant to N.J.S.A. 40A:11-24(b) when the Contract Documents are returned in reasonable condition within 90 days of notice that the Contract has not been awarded. The Owner reserves the right to reject all bids pursuant to N.J.S.A. 40A:11-13.2. Bidders are required to comply with all relevant Federal and State Statutes, Rules and Regulations including but not limited to the applicable provisions of Title VI of the Civil Rights Act of 1964, as amended (42 USC 2000d-2000D-4A), the discrimination and affirmative action provisions of N.J.S.A. 10:2-1 through 10:2-4, the New Jersey Law against Discrimination, N.J.S.A. 10:5-1, et seq., the rules and regulations promulgated pursuant thereto, the State requirement for bidders to supply statements of ownership (N.J.S.A. 52:25-24.2) and the State requirement for submission of the names and addresses of certain subcontractors (N.J.S.A. 40A:11-16). Bid security shall be furnished in accordance with the Instructions to Bidders. The Owner will tabulate bids and any award will be made to the lowest, responsible bidder in accordance with N.J.S.A. 40A:11-4. The Contract or Subcontract will be subject to regulations contained in Local Public Contract Law, Department of Labor Current Wage Rate Determination, Prevailing Wage Act, Contract Work Hours and Safety Standard Act, Copland Act, Davis Bacon Act, Buy American Clause, and Debarment and Suspension. Pursuant to N.J.S.A. 52:32-44 all business organizations that conduct business with a New Jersey government agency are required to be registered with the State of New Jersey. Bidders and their subcontractors must submit proof that at the time of the Bid they are registered with the New Jersey Department of Treasury, Division of Revenue by submitting a copy of their Business Registration Certificate prior to Contract award. Pursuant to N.J.S.A. 10:5-31 et seq., bidders are required to comply with the requirements of P.L. 1975 c. 127, NJAC 17:27. Each Bidder must submit with his bid an "Ownership Disclosure Statement" and is requested to submit with his bid the "Non-Collusion Affidavit" on the forms included in the Contract Documents. Bidders and their subcontractors of any tier must comply with all applicable provisions of the Public Works Contractor Registration Act (N.J.S.A. 34:11-56.48) and the New Jersey Prevailing Wage Act (N.J.S.A. 34:11-56.25). Bidders will be subject to penalties for falsification in accordance with the statutory provisions contained in N.J.S.A. 40A:11-33 to 34 ("Local Public Contracts Law"). It is the purpose of this Notice to Bidders to summarize some of the more important provisions of the Contract Documents. Prospective bidders are cautioned not to rely solely on this summary, but to read the Contract Documents in their entirety. **Document Notes: Please email Belissa Vega at bvega@nhudsonsa.com to make arrangements for obtaining Bidding Documents, following payment. The cost of printed Bidding Documents is $100.00 per set, payable to "North Hudson Sewerage Authority", plus a non-refundable shipping charge, if documents are shipped. Upon Issuing Office's receipt of payment, printed Bidding Documents will be sent via the prospective Bidder's delivery method of choice; the shipping charge will depend on the shipping method chosen. The date that the Bidding Documents are transmitted by the Issuing Office will be considered the prospective Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office.
